罗田县食用农产品安全监管问题研究

【摘要】：食用农产品作为人类生存发展的基本必需品,与我们每一个人的生活都息息相关,直接影响到我们所有人的身体健康和生命安全。近年来,我国食用农产品质量安全事故频繁发生,引起了社会各界的广泛关注,公众对食品安全的信任也日益降低。因此,加快食用农产品的安全监管研究,推进食用农产品安全监管体系的建设就显得尤为重要。湖北省罗田县作为山区县,农业基础较好、农产品资源丰富、产量多、产业发展快速,本文以该县为例,首先通过查阅文献资料,了解了食用农产品安全现状的背景,确定了此次研究的目的和意义,并对国内外研究进行综述;然后对我国食用农产品安全监管的现状进行了全面汇总,对食用农产品安全监管体制的历史进行了研究,剖析了罗田县的具体情况;通过实际调查从工作实践角度出发对当前罗田县食用农产品安全监管中存在的监管存在死角、未建立统一安全标准、监管力量不足、法律不够健全、机制体制不完善、思想观念没有转变、信息不对称等问题进行了分析,并通过国内外有益经验加以启示,最后通过座谈研究提出了解决问题的建议和对策。通过此次研究,希望能对罗田县今后开展食用农产品安全监管工作提供指导,并为其他地区开展食品安全工作提供借鉴。
[Abstract]:As a basic necessity for human survival and development, edible agricultural products are closely related to the life of every one of us, and have a direct impact on the health and safety of all of us. The frequent accidents of edible agricultural products quality and safety in our country have aroused widespread concern from all walks of life, and the trust of the public in food safety is decreasing day by day. Therefore, the study on the safety supervision of edible agricultural products has been accelerated. It is particularly important to promote the construction of the safety supervision system for edible agricultural products. As a mountainous county in Hubei Province, Luotian County has a good agricultural foundation, rich agricultural resources, high output and rapid industrial development. This paper takes this county as an example. Firstly, the background of the safety situation of edible agricultural products is understood, the purpose and significance of this study are determined, and the research at home and abroad is summarized. Then the present situation of edible agricultural product safety supervision in our country is summarized, the history of edible agricultural product safety supervision system is studied, and the specific situation of Luotian county is analyzed. From the angle of work practice, the present supervision of edible agricultural products in Luotian County has a dead angle through the actual investigation. It has not established a unified safety standard, has insufficient supervision power, is not perfect in law, and is not perfect in mechanism and system. This paper analyzes the problems of no change in ideology and information asymmetry, and draws inspiration from the beneficial experience at home and abroad. Finally, it puts forward some suggestions and countermeasures to solve the problem through the discussion study. It is hoped that it can provide guidance to Luotian county in the future to carry out the supervision work of edible agricultural products and provide reference for other regions to carry out food safety work.
