【摘要】：党的十八大报告明确提出要全面建成小康社会,使经济社会发展和改革的成果真正惠及十几亿人口。而实现这一宏伟目标的最艰巨、最繁重的任务在农村,特别是在贫困地区,这是建成小康社会过程当中的短板。而精准扶贫是新时期我国扶贫战略思想之一,也是提高扶贫开发效果的必然路径选择。在全面建成小康社会的关键时期,我国扶贫开发目标呈现多元化特点,扶贫不仅存在物质上的贫困,同样也存在精神领域的贫穷落后,导致出现"争当贫穷","惰民""愚民"意识在一定程度上的存在。特别值得注意的是在一些偏远地区文化建设相对落后,出现与社会主义社会相背离的愚昧落后现象。
[Abstract]:The report of the 18 National Congress of the Party clearly stated that it is necessary to build a well-off society in an all-round way so that the fruits of economic and social development and reform can truly benefit more than one billion people. The most arduous and arduous task to achieve this grand goal lies in rural areas, especially in poor areas. This is a short board in the process of building a well-off society. Precision poverty alleviation is one of the strategic ideas of poverty alleviation in our country in the new period, and it is also an inevitable path choice for improving the effect of poverty alleviation and development. In the key period of building a well-off society in an all-round way, The goal of poverty alleviation and development in China is characterized by pluralism. Poverty alleviation exists not only in material poverty, but also in the spiritual field of poverty and backwardness. As a result, the consciousness of "idler" and "idler" exists to a certain extent. It is especially noteworthy that the cultural construction in some remote areas is relatively backward and that there is a phenomenon of ignorance and backwardness that deviates from the socialist society.
