【摘要】：伴随我国工业化、信息化、城镇化和农业现代化的发展,农村劳动力大量转移,农业物质装备水平不断提高,农户承包土地的经营权流转明显加快,发展适度规模经营已成为必然趋势。但很多欠发达地区土地分散细碎,规模化程度低,一定程度上阻碍了现代农业的发展。本文以侯家村为研究对象,以增加村民收入为第一假设前提,探讨推动本区农地规模化经营的策略,希望对促进欠发达地区农民增收,推进土地规模化经营有一定的帮助。首先,从理论和实际相结合的角度出发,结合二元经济理论、规模经济理论及交易成本理论等,通过实地调研,从村民土地规模、土地流转情况等角度分析本地土地规模经营现状,并指出研究区村民土地规模经营意愿低、土地流转行为不规范、融资困难等问题,得出侯家村土地经营规模小。其次,从农民收入的角度出发,通过与城镇居民收入比较,与绿风家庭农场单位面积投入收益比较,定量分析了侯家村农地收益,推出本地开展土地规模经营的必要性。再次,根据测度函数思想,建立土地规模经营模型,根据现实生产中种植业的实际投工量推算出侯家村单个农户经营土地适度规模；在分析本地单位面积成本收益的基础上借鉴了劳动力收入分析法,得出当前兼业情况下户均耕地规模；为统筹城乡发展,以城镇居民最低可支配收入为目标函数,得出劳均耕地规模；运用贝克尔家庭生产函数模型,计算得出农户最优土地规模。最后,针对侯家村规模经营的问题,从规范土地流转行为、转移富余劳动力、完善社会服务体系三个方面提出建议。同时指出侯家村兼业现象普遍,土地规模经营不能一蹴而就,需要循序渐进。
[Abstract]:With the development of industrialization, information technology, urbanization and agricultural modernization in our country, a large number of rural labor forces have been transferred, the level of agricultural material and equipment has been continuously improved, and the circulation of management rights of peasant households' contracted land has been obviously accelerated. The development of moderate scale management has become an inevitable trend. However, many undeveloped areas are scattered and small in size, which hinder the development of modern agriculture to a certain extent. This paper takes Houjia Village as the research object. Based on the premise of increasing villagers' income, this paper discusses the strategy of promoting large-scale management of agricultural land in this district, hoping that it will be helpful to promote the increase of farmers' income and promote the large-scale management of land in less developed areas. From the angle of combining theory with practice, combining dual economy theory, scale economy theory and transaction cost theory, through field investigation, this paper analyzes the present situation of local land scale management from the angle of villagers' land scale, land circulation and so on. The paper also points out that the villagers in the study area have low willingness to manage the land on a large scale, the behavior of land circulation is not standardized, and the financing difficulties, and so on, and draws the conclusion that the scale of land management in Houjia Village is small. Secondly, from the perspective of farmers' income, it is compared with the income of urban residents. Compared with the income per unit area of green wind family farm, the paper quantitatively analyzes the income of Hou Jia village farmland, and deduces the necessity of local land scale management. Thirdly, according to the idea of measurement function, the model of land scale management is established. According to the actual input amount of planting industry in real production, the moderate scale of land management of individual farmers in Houjia Village is calculated, and the labor income analysis method is used for reference on the basis of analyzing the cost and income of local unit area. In order to coordinate the development of urban and rural areas, take the minimum disposable income of urban residents as the objective function, get the average scale of cultivated land, use Becker family production function model, Finally, aiming at the problem of Hou Jia village scale management, from standardizing land transfer behavior, transferring surplus labor force, At the same time, it is pointed out that the phenomenon of concurrently working in Houjia Village is common, and land scale management cannot be accomplished overnight, so it is necessary to proceed step by step.
