土地流转政策对重庆市农户土地流转决策行为的影响研究

【摘要】：农民的增收是“三农”问题的核心。现阶段土地流转是提升我国农业竞争力、促进农民增收和农村繁荣的关键。目前,土地流转政策的实施,在全国各地已取得了一定进展,流转的发生率逐年上升,部分抛荒土地被盘活,土地资源配置效率有所提高。然而,更多的土地依然没得到利用,撂荒现象严峻。本文以重庆市为对象,从农户土地流转决策行为的视角,研究土地流转政策对农户决策行为的影响,探索如何推进和完善土地流转政策。本文以重庆市为对象,从农户土地流转决策行为的视角,研究土地流转政策对农户决策行为的影响,探索如何推进土地流转政策的发展。本文随机抽取重庆主城区三个镇七个村210个农户个体为样本,辅以个案访谈,运用Logistic模型对农户土地流转决策行为过程进行实证研究。研究发现,研究发现,土地流转政策导向作用明显。并且,随着农村劳动力转向城市,农户收入稳定增加,农户更愿意将闲置土地进行转出。这一方面既稳定了土地承包权;另一方面也使农户自身拥有了更多可支配闲暇时间。同时发现,虽然个体、家庭和政策因素对促进农户土地流转决策行为有积极作用,但是个体和家庭因素在决定阶段没有直接影响,而是通过政策起直接的促进作用。因此,该地区农户是较为被动的接受政策带来的导向作用,这说明土地流转政策的宣传和推广并不到位,无法充分发挥土地流转政策的成效。应多方面的考量农户土地流转是否具有效率,要积极发展培育土地流转市场,规范土地流转市场的法律法规,遵循农户的个人意愿,积极宣传和引导,做到人人能流转,村村租金都合理。本文结构如下:第一部分绪论,对前人研究进行的总结和提出本文的研究框架;第二部分,本文研究的理论依据;第三部分,梳理了土地流转政策的演变;第四部分,分析重庆市土地流转的现状和问题;第五部分,分析土地流转决策行为机制;第六部分,样本区实证分析与解释;第六部分提出相关对策。
[Abstract]:The increase of farmers' income is the core of the problem of "three rural areas". At present, land circulation is the key to enhance the agricultural competitiveness of our country and promote the farmers' income and rural prosperity. At present, the implementation of the land transfer policy has made some progress in various parts of the country. The incidence of circulation has been increasing year by year, some abandoned land has been invigorated, and the efficiency of land resources allocation has been improved. However, more land is still not used, and the phenomenon of abandonment is serious. From the perspective of the decision-making behavior of farmers' land circulation, this paper studies the influence of the land transfer policy on the farmers' decision-making behavior, and explores how to promote and perfect the land transfer policy. Farmers in this area are more passive to accept the policy brought about by the guiding role, which shows that the promotion and promotion of land transfer policy is not in place. The effect of land transfer policy can not be fully brought into play. We should consider whether farmers' land circulation is efficient or not, actively develop and cultivate the land circulation market, standardize the laws and regulations of land transfer market, and follow the individual wishes of farmers. The structure of this paper is as follows: the first part is the introduction, the summary of previous studies and the research framework of this paper, the second part, the theoretical basis of this study; The third part, combing the evolution of land transfer policy; part 4th, analysis of the status quo and problems of land circulation in Chongqing; part 5th, analysis of decision-making mechanism of land transfer; part 6th, sample area empirical analysis and explanation; Part 6th puts forward the relevant countermeasures.
