河南省农民专业合作社发展探究

【摘要】：农民专业合作社是在实行家庭联产承包责任制的基础上,解决小农户与大市场的矛盾,增加农民收入、促进农业产业化和实现农村发展繁荣的重要途径。自2007年《中国农民专业合作社法》颁布实施以来,我国农民专业合作社进入了跨越式增长阶段。2012年党的十八大报告提出要坚持和完善农村基本经营制度,“壮大集体经济实力,发展农民专业合作和股份合作,培育新型经营主体,发展多种形式规模经营,构建集约化、专业化、组织化、社会化相结合的新型农业经营体系。”2015年2月政府一号文件《关于加大改革创新力度加快农业现代化建设的若干意见》中指出要“引导农民专业合作社拓宽服务领域,促进规范发展,实行年度报告公示制度,深入推进示范社创建行动。”这充分显示出党和政府对我国农民专业合作社发展的高度重视,农民专业合作社由此也进入了飞速发展时期。河南省作为中国的人口大省与农业大省,农村人口占全省总人口的六成以上。作为国家鼓励发展的新型农业经营主体之一,建设、发展好农民专业合作社对于发展农村经济、加速农业产业化、促进农民增收有着不可估量的作用。目前河南省农民专业合作社在各级政府的大力推动下发展势头良好,呈现出合作社数量大幅增加、出资总额不断加大、合作层次有所提高、合作形式得到创新以及品牌效应日益显现等特点。然而与国内合作社发展较好的省份相比仍有不小差距,发展中有不少问题亟需解决:合作社区域间的发展不平衡、合作社运行中的不规范现象、合作社对社员的服务能力有待提高、政策扶持具有偏向性等等。究其原因,农民专业合作社参与主体认识模糊、合作社运行机制不健全、合作社融资困难以及外部发展环境不完善这些因素都极大地制约了合作社的进一步发展。针对这种情况,我们应当从培育新型农民、规范合作社内部管理、拓展融资渠道、优化外部环境几个方面来解决农民专业合作社发展中的困境,从而促进河南省农民专业合作社的稳定、健康发展。

Since 2007, the Law on Farmers' specialized Cooperatives of China has been promulgated and implemented. In 2012, the report of the 18 National Congress of the Communist Party of China proposed that the basic management system in rural areas should be adhered to and perfected, "strengthen the strength of the collective economy, develop farmers' professional cooperation and share cooperation, and foster a new type of management body." Henan Province, as a large population province and a large agricultural province in China, has a rural population of more than 60% of the total population of the province. As one of the new types of agricultural management subject encouraged by the state to develop, Henan Province, as one of the new agricultural management entities encouraged by the state, has been built. The development of farmers' specialized cooperatives plays an inestimable role in developing the rural economy, accelerating the industrialization of agriculture and increasing farmers' income. At present, the farmers' specialized cooperatives in Henan Province have a good momentum of development under the vigorous promotion of the governments at all levels. The number of cooperatives has increased substantially, the total amount of investment has been increasing, the level of cooperation has been raised, the forms of cooperation have been innovated and the brand effect has become increasingly apparent. However, there is still a large gap compared with the provinces where cooperatives develop better in China. There are many problems in development that need to be solved: unbalanced development of cooperative regions, non-standard phenomenon in cooperative operation, service ability of cooperatives to members, bias of policy support, and so on. The further development of cooperatives is greatly restricted by such factors as vague understanding of the main participants of farmers' specialized cooperatives, imperfect operating mechanism of cooperatives, difficult financing of cooperatives and imperfect external development environment. We should solve the difficulties in the development of farmers' professional cooperatives from the aspects of cultivating new farmers, standardizing the internal management of cooperatives, expanding financing channels and optimizing the external environment, so as to promote the stability of farmers' specialized cooperatives in Henan Province. Develop healthily.
