衡阳市石鼓区农村青年创业问题研究

【摘要】：农业、农村、农民问题始终是关系党和国家事业发展的全局性和根本性问题。农村的发展,关键在人才,特别是青年人才。农村青年是社会主义新农村建设的主力军,充分调动农村青年的积极性和主动性,发挥他们的创业潜力,对引领农村社会加快发展,实现现代化建设宏伟目标具有重要意义。随着政府的高度重视和全社会的共同努力,创业形式日渐积极,“大众创业、万众创新”已然成为时代理想,湖南省各级政府和共青团非政府组织也适时出台了一系列旨在促进全面创业的政策。基于此背景,文章依托在衡阳市石鼓区实地调研所获得的数据材料,从创业基本情况、资金来源、信息渠道、创业领域、创业模式等多个方面分析了石鼓区农村青年创业活动现状,凝练出农村青年创业者以男性居多、返乡创业青年较多；创业项目选择以区位优势为主导；创业组织形式上农业领域多龙头企业和合作社,工商业领域以小规模个体经营为主；农业龙头企业、农民合作经济组织带动农村青年创业；创业收入总体水平较好等五个基本特征。在此基础上,深入思考了石鼓区农村青年创业面临的突出问题,包括创业项目评估、驾驭能力不足；创业资金不足；缺乏有效的信息来源以及创业土地资源保障不足,分析了产生问题的原因,主要是创业知识储备不足；缺乏创业指导和借鉴；金融服务、政策扶持和创业培训体系的局限以及土地制约。另外,试图通过对石鼓区农村青年创业典型案例的调研,探讨石鼓区农村青年创业思路,最后结合各级政府和共青团非政府组织以及社会其他方面在扶持青年创业方面做的工作,从政策机制、社会环境和创业者自身三个层面进一步探索了当前在发展农村地方经济,促进农村青年创业的对策建议。
[Abstract]:The problems of agriculture, rural areas and peasants have always been the overall and fundamental problems related to the development of the party and the state. The key to rural development lies in talents, especially young people, who are the main force in the construction of a new socialist countryside. It is of great significance to fully mobilize the enthusiasm and initiative of rural youth and to bring their entrepreneurial potential into full play, which is of great significance in leading rural society to accelerate development and realize the grand goal of modernization. With the high attention of the government and the joint efforts of the whole society, The form of entrepreneurship is becoming more and more active, and "mass entrepreneurship, innovation by all" has become the ideal of the times. Governments at all levels in Hunan Province and non-governmental organizations of the Communist Youth League have also timely issued a series of policies aimed at promoting comprehensive entrepreneurship. Based on the data obtained from the field investigation in Shigu District of Hengyang City, this paper analyzes the current situation of rural youth entrepreneurial activities in Shigu District from the following aspects: the basic situation of entrepreneurship, the source of funds, the information channel, the field of entrepreneurship, the mode of entrepreneurship, and so on. Young entrepreneurs in rural areas are mostly male and more young people return home to start their own businesses; the choice of entrepreneurial projects is dominated by geographical advantages; the form of entrepreneurial organization is multi-leading enterprises and cooperatives in the field of agriculture, and the industrial and commercial field is dominated by small-scale self-management. Leading agricultural enterprises, farmers' cooperative economic organizations, promoting rural youth entrepreneurship, and the overall level of entrepreneurial income are five basic characteristics. On this basis, the prominent problems facing rural youth entrepreneurship in Shigu District are deeply considered. Including the evaluation of entrepreneurial projects, lack of control ability, lack of venture capital, lack of effective sources of information and lack of land resources protection, analyzed the causes of the problems, mainly the lack of entrepreneurial knowledge reserve; Lack of entrepreneurial guidance and reference; financial services, policy support and entrepreneurial training system limitations and land constraints. In addition, through the investigation of typical cases of rural youth entrepreneurship in Shigu District, this paper attempts to explore the rural youth entrepreneurship in Shigu District. Finally, combining the work done by governments at all levels, non-governmental organizations of the Communist Youth League and other aspects of society in supporting youth entrepreneurship, it further explores the current development of the rural local economy from the three levels of policy mechanism, social environment and entrepreneurs themselves.
