青州市农村精准扶贫研究

【摘要】：扶贫工作是一项系统工程,具有长期性和复杂性。改革开发近40年来,我国的扶贫事业取得了举世瞩目的成就,但仍面临着脱贫任务重、工作不平衡、难以形成合力、长效机制有待健全等问题,扶贫事关民生,一直是时代性的课题。党和国家领导人近年来对于扶贫问题也予以了高速重视,我国国家主席习近平在2013年考察时曾经提出要实事求是、因地制宜的进行扶贫工作,加强推动精准扶贫工作的进行,这也是“精准扶贫”重要思想首次被提出。2015年11月27日,我国召开了建国以来最高标准的扶贫工作会议,会议中提出了《中央国务院关于打赢脱贫攻坚战的决定》(中发[2015]34号),把扶贫开发工作纳入“四个全面”战略布局,标志着我国的精准扶贫精准脱贫工作进入新的历史时期,也进入了全面决胜小康的关键时期。当前我国许多专家学者对扶贫理论进行了分析研究,且研究区域主要集中在西部成方连片区,山东青州地处我国东部,经济发展迅速,具有“插花式”贫困的典型特征,是新时期县域扶贫工作的缩影。因此本文选取青州市作为研究对象,通过进行实地调查研究,以国内外贫扶研究成果为研究依据,以精准扶贫为根本理论,对山东青州的精准扶贫工作现状及成效进行了分析探究,分析论述了青州扶贫历程、典型案例、成效经验,同时指出了当前精准扶贫工作中所存在的问题以及面临的困难,从脱贫后成效巩固、产业持续开发、长效机制建设等方面提出对策建议。是对青州市进一步做好精准扶贫工作的有益探索,也为其他县域地区工作有供借鉴和参考。
[Abstract]:Poverty alleviation is a systematic project with a long-term and complex nature. In the past 40 years of reform and development, the cause of poverty alleviation in China has made remarkable achievements, but it is still faced with the heavy task of eradicating poverty, the imbalance of work, and the difficulty of forming a resultant force. The long-term mechanism needs to be improved. Poverty alleviation is a matter of the people's livelihood and has always been a topic of the times. Party and state leaders have also attached great importance to poverty alleviation in recent years. On his 2013 inspection tour, Chinese President Xi Jinping proposed to seek truth from facts, take measures to help the poor according to local conditions, and step up efforts to promote precision poverty alleviation. This was also the first time that the important idea of "precision poverty alleviation" was put forward. On November 27th 2015, China held a conference on poverty alleviation of the highest standard since the founding of the people's Republic of China, in which it put forward the decision of the Central Committee of the State Council on winning the battle against poverty and tackling difficulties (Zhongfa [2015] 34), which included poverty alleviation and development work in the "four comprehensive" strategic layout. It marks a new historical period for precision poverty alleviation in China, and also a key period for the overall success of a well-off society. At present, many experts and scholars in our country have analyzed and studied the theory of poverty alleviation. And the research area is mainly concentrated in the west of China. Qingzhou in Shandong Province is located in the east of China, with rapid economic development and typical characteristics of "flower arrangement" poverty. It is the epitome of the county poverty alleviation work in the new period. Therefore, this paper selects Qingzhou City as the research object, through the field investigation research, taking the domestic and foreign poverty support research results as the research basis, taking the precision poverty alleviation as the fundamental theory. This paper analyzes and probes into the present situation and effect of precision poverty alleviation in Qingzhou, analyzes and discusses the course, typical cases, effective experience of poverty alleviation in Qingzhou, and points out the existing problems and difficulties in the current precision poverty alleviation work. This paper puts forward some countermeasures and suggestions from the aspects of the consolidation of poverty relief, the sustainable development of industry and the construction of long-term mechanism. It is a useful exploration for Qingzhou City to do a good job of precision poverty alleviation, and it can also be used for reference in other counties.
