【摘要】：在我国现代化进程中,建设社会主义新农村起到了至关重要的作用,这也是我党在十六届五中全会上提出的一项具有与时俱进精神的重要决策。建设社会主义新农村关系到了亿万农民的切身利益与中国社会的长治久安,是我们推进小康社会建设进程的必经之路。作为农业大省之一,湖南的“三农”问题显得格外突出,落实“三农”工作已迫在眉睫。近两年来,在湖南省委、省政府的带领和支撑下,岳阳市的城镇化与工业化进程取得了突破性的进展,“三农”工作稳步推进。一直以来,岳阳市在推进社会主义新农村建设的过程中始终坚持从实际出发,并取得了理想的成效。“十二五”期间,岳阳市在统筹城乡这一方针的指引下,主动加大了以城带乡、以工补农的力度,使城镇的生产要素迅速的流向的农村,同时还完善的农村基础设施建设,切实改善了当地农民的生活质量。如何进一步贯彻落实“十一五”对新农村建设工作提出的要求,尽快改善地区农民的生活质量和水平,是岳阳市面临的严峻挑战。本文以岳阳市为例,采用理论结合实际的研究方法,基于国内外新农村建设成功经验,对该地区近年来新农村建设工作进行了探讨,文章回顾总结了该市过去近年来新农村工作实施措施、建设取得的成效和存在问题,并最后给出了相应的对策建议。全文共分为五个部分：第一部分,对本课题的研究背景、意义、国内外相关研究综述进行了概述；第二部分；对新农村建设的概念内涵、指导思想、政策原则、推荐思路和相关理论进行阐述,为全文研究打好理论基础；第三部分,从实践回顾、实行措施、取得成效、存在问题及原因等多方面对岳阳市新农村建设进行分析总结；第四部分,对国内外地区新农村建设典范进行概述,并总结了成功经验；第五部分,在分析岳阳市新农村建设过去、现状和国内外成功典范经验的基础上,针对岳阳市新农村建设存在的问题给出了相对应的对策建议。
[Abstract]:In the process of modernization in China, the construction of a new socialist countryside has played a vital role. This is also an important decision put forward by our Party at the Fifth Plenary session of the 16 CPC Central Committee. Building a new socialist countryside has a bearing on the vital interests of hundreds of millions of peasants and the long-term stability of Chinese society. As one of the major agricultural provinces, the issue of "agriculture, rural areas and farmers" in Hunan is particularly prominent, and the implementation of the work of "agriculture, rural areas and farmers" has become extremely urgent. In the past two years, the Hunan Provincial Party Committee, Under the leadership and support of the provincial government, the urbanization and industrialization process of Yueyang City has made a breakthrough progress, and the work of "agriculture, rural areas and farmers" has been advancing steadily. In the process of promoting the construction of a new socialist countryside, Yueyang has always been proceeding from reality and has achieved ideal results. During the 12th Five-Year Plan period, under the guidance of the policy of overall planning of urban and rural areas, Yueyang City actively increased its use of cities and townships. The intensity of subsidizing agriculture by industry, so that the factors of production in cities and towns flow rapidly to the countryside, and at the same time, the construction of rural infrastructure is also perfect. It has effectively improved the quality of life of local farmers. How to further implement the requirements of the Eleventh Five-Year Plan for the construction of new rural areas and improve the quality of life and standard of living of local farmers as soon as possible, Yueyang City is facing a severe challenge. This paper takes Yueyang City as an example, adopts the research method of combining theory with practice, and based on the successful experience of new rural construction at home and abroad, discusses the new rural construction work in this area in recent years. This paper reviews and summarizes the implementation measures, construction achievements and existing problems of the new rural work in the past few years, and finally gives the corresponding countermeasures and suggestions. The full text is divided into five parts: the first part, the research background of this subject. Significance, domestic and foreign related research overview is summarized; the second part; the concept of new rural construction connotation, guiding ideology, policy principles, recommended ideas and related theories to lay a good theoretical foundation for the full study; the third part, This paper analyzes and summarizes the construction of new countryside in Yueyang City from the aspects of practice review, measures, achievements, problems and reasons, 4th, summarizes the models of new rural construction at home and abroad, and summarizes the successful experience. In the 5th part, based on the analysis of the past, present situation and successful experience of Yueyang's new rural construction, the corresponding countermeasures and suggestions are given for the problems existing in the construction of Yueyang's new countryside.
