中国原料奶的全要素生产率增长研究

【摘要】:改革开放以来,我国农业产业结构不断调整,奶业生产正由传统粗放型生产向现代化集约型方向转变,在奶业转型升级过程中原料奶生产表现出许多问题,如奶牛养殖方式落后、奶牛养殖成本较高和奶牛单位产出效率较低等。如何提高我国奶牛生产效率、减少我国原料奶对国际社会的依赖程度并满足居民对奶类产品的消费需求,同时为奶牛养殖企业或者牧场创造更多的就业机会和利润是我国政府所面临的主要问题,而解决这一问题的主要方式是提高原料奶生产效率,从而提高我国原料奶的市场竞争力。本文尝试运用全要素生产率理论分析我国原料奶生产效率的差异,通过分析采用不同规模生产的原料奶生产效率,揭示我国不同地区不同时点我国原料奶生产效率的差异,本文尝试运用DEA-Malmquist指数分析我国原料奶的生产效率,根据不同时点不同地区的DEA-Malmquist指数,为不同规模的企业或者农场提供相关的政策建议,以提高企业或者农场的生产效率。通过对不同地区不同时点的DEA-Malmquist指数分析发现,2004年至2014年之间无论是大规模饲养还是中小规模饲养,甚至是散养饲养的中国原料奶的技术效率变化波动较小,而技术进步变化和全要素生产率变化波动较大。并且技术进步变化和全要素生产率变化均在技术效率变化上下波动;从空间维度来看,无论是大规模饲养还是中小规模饲养,甚至是散养饲养的中国北方原料奶的全要素生产率变化大于南方原料奶的全要素生产率变化。通过对全要素生产率变化、技术效率变化和技术进步变化的分析发现:技术进步变化是影响原料奶的全要素生产率变化的主要因素,而技术效率变化对原料奶的全要素生产率变化影响较小;技术进步变化波动较大,技术效率变化波动较小。针对DEA-Malmquist指数分析的结果,本文从提高奶牛养殖业标准化水平、加大金融和保险的政策扶持和建设生态环保的奶牛养殖业等方面提出了相应的政策建议,以提高原料奶的生产效率。
[Abstract]:Since the reform and opening up, China's agricultural industry structure has been constantly adjusted, dairy production is changing from traditional extensive production to modern intensive production, in the process of dairy industry transformation and upgrading, there are many problems in raw milk production. How to improve the production efficiency of dairy cattle in China, reduce the dependence of raw milk on the international community and satisfy the consumption demand of dairy products in China, such as the backward way of dairy breeding, the higher cost of dairy breeding and the lower efficiency of dairy production per unit, etc. At the same time, creating more employment opportunities and profits for dairy cattle enterprises or pastures is the main problem facing our government. The main way to solve this problem is to improve the efficiency of raw milk production. In order to improve the market competitiveness of raw milk in China, this paper tries to use the theory of total factor productivity to analyze the differences in the production efficiency of raw milk in China, and to analyze the efficiency of raw milk production using different scale of production. To reveal the differences of raw milk production efficiency in different regions of China, this paper attempts to use DEA-Malmquist index to analyze the production efficiency of raw milk in China, according to the DEA-Malmquist index of different regions at different time points. Provide policy advice for businesses or farms of different sizes, In order to improve the production efficiency of enterprises or farms. Through the analysis of DEA-Malmquist index at different points in different regions, it is found that between 2004 and 2014, whether large-scale or small scale feeding, Even the variation of technical efficiency of Chinese raw milk raised in bulk has a small fluctuation, while the change of technological progress and total factor productivity fluctuates greatly, and the change of technological progress and total factor productivity fluctuates up and down with the change of technical efficiency. From the perspective of spatial dimension, whether large-scale or small scale feeding, Even the variation of TFP of raw milk in northern China is greater than that of raw milk in southern China. The analysis of technical efficiency change and technological progress change found that technological progress change is the main factor that affects the change of total factor productivity of raw milk, while the change of technical efficiency has little effect on the change of total factor productivity of raw milk; The change of technological progress is large, the change of technical efficiency is small. According to the result of DEA-Malmquist index analysis, this paper aims at improving the standardization level of dairy cattle breeding industry. In order to improve the production efficiency of raw milk, the policy support of finance and insurance and the construction of eco-environmental dairy cattle industry were put forward.
