襄汾县农用地流转模式研究

【摘要】：农用地是农民赖以生存的资本,也是农民最重要的经济来源。农用地通过有序流转,推动农业规模经营,推进农村经济健康发展,促进农民增收。在新的经济背景下,农用地流转要尊重农民的意愿,杜绝行政权力强制性千预,保障农民的合法权益,加快襄汾县现代农业的发展。立足于襄汾县的现状情况,总结国内外关于农用地流转模式的经验,以农业现代化理论、产权理论、农户行为理论、资源配置理论、制度变迁理论作为指导,根据调研及资料查询,了解到襄汾县农用地流转模式的现状及存在的问题,构建符合襄汾县的农用地流转模式,“农用地银行”模式、“政策扶持+龙头企业+农户”模式和农户、企业、保险公司联合模式,提出促进襄汾县农用地流转模式实施的对策,健全农用地流转法律制度,通过法律手段预防和解决流转中发生的问题;加大对农用地流转的金融支持,扩宽融资渠道;改善参与农用地流转农民的利益保障措施,调动农民的积极性;完善襄汾县农用地流转制度创新机制,保护农用地产权的完整性:改善襄汾县农用地流转的市场环境,创造更多的财富;促进襄汾县农用地流转的观念培养,通过运用这些有效途径,优化资源环境,实现农民利益最大化,提高农业产出率,实现农业农村经济又好又快发展。
[Abstract]:Agricultural land is not only the capital that farmers depend on for survival, but also the most important economic source for farmers. Through the orderly circulation of agricultural land, it can promote the scale management of agriculture, promote the healthy development of rural economy and increase farmers' income. Under the new economic background, The circulation of agricultural land should respect the will of farmers, put an end to the mandatory administrative power, protect the legitimate rights and interests of farmers, and speed up the development of modern agriculture in Xiangfen County. Summing up the experience of agricultural land transfer model at home and abroad, taking agricultural modernization theory, property right theory, farmer household behavior theory, resource allocation theory, system change theory as the guidance, according to investigation and data inquiry, To understand the present situation and existing problems of agricultural land transfer mode in Xiangfen County, to construct the agricultural land transfer model, "agricultural land bank" model, "policy support leading enterprise farmers" model and farmers, enterprises, in line with Xiangfen County, The joint mode of insurance company puts forward the countermeasures to promote the implementation of agricultural land circulation model in Xiangfen County, perfect the legal system of agricultural land circulation, prevent and solve the problems in the circulation by legal means, and increase the financial support for agricultural land circulation. Broaden financing channels; improve the interests of farmers involved in the transfer of agricultural land protection measures to mobilize the enthusiasm of farmers; improve the system of Xiangfen County agricultural land transfer innovation mechanism, To protect the integrity of agricultural land property rights: to improve the market environment of agricultural land circulation in Xiangfen County, to create more wealth, to promote the cultivation of the concept of agricultural land transfer in Xiangfen County, and to optimize the resource environment through these effective ways. Realize the farmer benefit maximization, raise the agricultural output rate, realize the agriculture countryside economy to develop well and fast.
