信贷扶贫的精准性:农户视角的实证考察

【摘要】：基于对农户借贷活动的调研数据,选用需求可识别双变量probit模型,从需求和供给两个方面对农户的正规信贷行为和非正规信贷行为进行实证分析,以考察信贷扶贫对贫困农户识别的精准性及其影响因素。结果表明:正规信贷与非正规信贷,均难以实现对贫困农户的精准识别与有效供给,即无法更有针对性地惠及相对贫困者。信息显示与社会资本对信贷扶贫的精准性及成效有显著影响。非正规信贷在需求方的影响因素远多于正规信贷。相对贫困程度、商业活动收入占比对正规信贷供给有显著的正向影响,"亲戚关系"则对非正规信贷供给有显著正向影响,反映出商业信贷的"回报动机"以及非正规信贷的"人情价值"。通过鼓励贫困农户积极争取与利用正规信贷,挖掘商业信贷精准扶贫的声誉价值,强化农村诚信文化建设,引导非正规信贷资金流向发展脱贫领域,发挥政策资金信贷兜底作用,加快幸福美丽乡村的信息化建设等,提升当前信贷扶贫的精准性及成效。
[Abstract]:Based on the survey data of farmers' lending activities, this paper chooses the demand recognizable bivariate probit model to analyze the formal and informal credit behavior of farmers from the two aspects of demand and supply. The results show that both formal credit and informal credit are difficult to identify and supply the poor farmers accurately. That is, the relatively poor cannot be more targeted. Information shows that social capital has a significant impact on the accuracy and effectiveness of credit poverty alleviation. Informal credit has far more influence on the demand side than formal credit. The proportion of income from business activities has a significant positive impact on the supply of formal credit, while "kinship" has a significant positive impact on the supply of informal credit. It reflects the "reward motive" of commercial credit and the "human value" of informal credit. By encouraging poor farmers to actively strive for and make use of formal credit, we can tap the reputation value of commercial credit for accurate poverty alleviation, and strengthen the construction of rural credit culture. We should guide the informal credit funds to the field of poverty alleviation, give play to the role of policy funds and credit, speed up the information construction of happy and beautiful villages, and enhance the accuracy and effectiveness of the current credit poverty alleviation.
