五大连池市种植业结构调整及对策研究

【摘要】：上个世纪80年代以来,我国开始了农业结构的战略性调整。黑龙江省作为全国重要的商品粮基地,在承担国家粮食安全任务的同时,也面临农业结构调整问题,农业结构调整对于解决资源和需求双重约束,优化品种结构和提高农产品质量,积极发挥商品粮基地作用意义重大。五大连池市是一个以农业为主的县级市,农业以种植业为主,种植业以大豆为主,是黑龙江省北部传统的大豆种植区。新时期,加快种植业结构调整,对于确保传统大豆优势区的优势地位,推进五大连池市特色矿泉农业和绿色食品农业发展,增强市场竞争力,提高农民收入和保证国家粮食安全具有重大意义。本文以五大连池市种植业结构调整为研究对象,在阐述了种植业调整的内涵和相关理论的基础上,首先介绍五大连池市种植业布局和发展历程,在布局方面从地域分布和特色农业布局进行介绍,并且对五大连池市种植业发展阶段进行分析;其次对种植业规模、作物、技术、政府政策几个方面对种植结构现状进行了分析,探讨了五大连池市种植业结构调整存在的问题,其中最为突出的是粮经饲的种植比例不协调,粮食作物的生产布局没有与各乡镇的地区优势融合,种植业产业链条松散导致主要品种效益低,科技运用水平较差导致农业科技应用不足,加之还存在种植业抵御自然灾害的能力弱的问题;再者通过实地调研,对样本地区影响种植业调整的因素进行了分析,使用理论和实证相结合的方法,先分析了影响种植业的影响因素,再使用回归分析法,选取一定因素,进行分析得出种植业结构的调整与土壤肥力、有效灌溉率等呈正相关关系,与机械化率和人均耕地面积呈负相关;最后,归纳全文,明确了种植业结构调整的原则与方向以及调整的预期效果,对上述现状及存在问题提出的解决对策:主要包含四个方面。一是调整农作物布局;二是提高种植业效益;三是加大技术运用深度;四是加强政府服务职能。作者希望通过对五大连池市种植业结构调整的研究,为五大连池市种植业结构调整提供参考和依据。
[Abstract]:Since the 1980s, China has begun the strategic readjustment of its agricultural structure. Heilongjiang Province, as an important commodity grain base in the country, is facing the problem of adjusting the agricultural structure while taking on the task of national food security. The adjustment of agricultural structure is of great significance in solving the dual constraints of resources and demand, optimizing the variety structure and improving the quality of agricultural products, and giving full play to the role of commodity grain base. Wudalianchi City is a county-level city dominated by agriculture. Agriculture is dominated by planting and planting by soybeans, which is the traditional soybean planting area in northern Heilongjiang Province. In the new period, speeding up the adjustment of planting structure will ensure the dominant position of traditional soybean dominant areas. It is of great significance to promote the development of characteristic mineral spring agriculture and green food agriculture in Wudalianchi City, enhance market competitiveness, increase farmers' income and ensure national food security. On the basis of expounding the connotation and related theories of planting industry adjustment, the paper first introduces the layout and development course of planting industry in Wudalianchi city, and introduces the regional distribution and characteristic agricultural layout in the layout aspect. It also analyzes the stage of planting development in Wudalianchi. Secondly, it analyzes the current situation of planting structure from the aspects of planting scale, crop, technology and government policy, and probes into the problems existing in the adjustment of planting structure in Wudalianchi. Among them, the most prominent is that the proportion of grain and feed planting is not coordinated, the production distribution of grain crops is not integrated with the regional advantages of the villages and towns, and the loose industrial chain of the planting industry leads to the low benefit of the main varieties. The poor level of application of science and technology leads to insufficient application of agricultural science and technology, coupled with the problem of weak ability of crop industry to resist natural disasters. Furthermore, through field investigation, the factors that affect the adjustment of planting industry in the sample area are analyzed. Using the method of combining theory and demonstration, this paper first analyzes the influencing factors of planting industry, then uses regression analysis method, selects certain factors, and obtains the adjustment of planting structure and soil fertility. There is a positive correlation between effective irrigation rate and mechanization rate and per capita cultivated land area. Finally, the paper summarizes the principle and direction of crop structure adjustment and the expected effect of the adjustment. The solutions to the above problems include four aspects: one is to adjust the distribution of crops, the other is to improve the benefit of planting industry, third, to increase the depth of technology application; The author hopes to provide reference and basis for the adjustment of planting structure in Wudalianchi by studying the adjustment of planting structure in Wudalianchi.
