桐乡市农村土地综合整治研究

【摘要】：随着当前我国新“四化”战略的实施,在全面建设小康社会的关键时期,城镇化、工业化、农业现代化、信息化同步持续深入地推进,而我国地少人多,人均耕地面积远低于世界平均水平,土地后备资源相对不足的现状,导致保护耕地与保障发展的矛盾日益加剧。农村土地综合整治作为统筹城乡发展的重要载体,是农村土地制度改革的重要环节,也是创新土地管理制度的重要内容；近年来,在各级政府支持和努力探索下,得到了稳步的推进,为统筹城乡一体化发展、促进农业现代化、保障国家粮食安全、缓解保障发展和保护耕地矛盾起到了关键的作用。本文以浙江省桐乡市农村土地综合整治为主要研究对象,以二元结构理论、节约集约用地理论、级差地租理论、统筹城乡理论、可持续发展理论等为基础,通过查阅相关文献资料、开展走访、调查和实例统计分析、以及模式适宜性分析评价为主要研究方法,在分析总结桐乡市农村建设用地土地利用现状特点和成因,统计分析桐乡市农村土地综合整治潜力的基础上,着重对具有代表性的三种不同整治模式进行探讨,分析各自利弊,然后建立模式适宜性分析模型,通过系统聚类统计方法对桐乡市各乡镇农村土地综合整治适宜模式进行分类,并提出农村土地综合整治工作可持续发展的建议和对策。本文可为桐乡市及杭嘉湖平原地区农村土地综合整治工作提供一些依据和参考。
[Abstract]:With the implementation of the new "four modernizations" strategy in our country, urbanization, industrialization, agricultural modernization, information technology have been advancing continuously and deeply in the key period of building a well-off society in an all-round way, while our country has less land and more people.The per capita cultivated land area is far lower than the world average level, and the present situation of land reserve resources is relatively insufficient, which leads to the increasing contradiction between protecting cultivated land and ensuring development.As an important carrier of overall urban and rural development, comprehensive renovation of rural land is an important link in the reform of rural land system and an important part of innovating land management system. In recent years, with the support and efforts of governments at all levels,It plays a key role in coordinating the development of urban and rural integration, promoting agricultural modernization, ensuring national food security, alleviating the contradiction between ensuring development and protecting cultivated land.Based on the theory of dual structure, the theory of saving intensive land, the theory of differential land rent, the theory of overall planning of urban and rural areas, the theory of sustainable development, etc.By consulting relevant documents, conducting interviews, investigating and analyzing examples, and evaluating the suitability of models as the main research methods, this paper analyzes and summarizes the characteristics and causes of the present situation of land use of rural construction land in Tongxiang.On the basis of statistical analysis of the potential of comprehensive regulation of rural land in Tongxiang City, this paper focuses on the discussion of three representative modes of land regulation, analyzes their respective advantages and disadvantages, and then establishes a model of model suitability analysis.This paper classifies the suitable modes of comprehensive land regulation in villages and towns of Tongxiang by means of systematic cluster statistics, and puts forward suggestions and countermeasures for sustainable development of comprehensive regulation of rural land.This paper can provide some basis and reference for comprehensive regulation of rural land in Tongxiang City and Hangjiahu Plain area.
