济宁市新型农村社区建设过程中村级集体经济发展研究

【摘要】：村级集体经济是我国农村发展的物质基础，是实现农业现代化的重要保障，对农村基础设施建设、社会事务管理、文化生活发展和农民生活水平提高、生产条件改善都起着十分重要的作用。济宁作为全国重要的优质商品粮、棉花、大蒜和花生生产基地，是典型的农业大市。然而，济宁市村级集体经济发展状况却并不乐观，全市约2/3的村级集体经济无法满足村集体自身正常运转，甚至有些村没有集体经济收入，严重影响济宁“三农”问题的有效解决，，制约新型农村社区建设。为更好的促进济宁市村级集体经济发展，本文以新型农村社区建设为着眼点，探索如何抓住并用好这一机遇，大力发展村级集体经济，进一步提高农民生活水平，改善农村生产条件，尽早实现农业现代化。全文共分为五个部分：第一部分为导论，主要研究济宁市村级集体经济发展的背景和重要意义，综述国内外专家学者对村级集体经济研究的现状，指明本文的研究思路、内容和方法，说明论文的创新之处和存在的不足。第二部分是阐述村级集体经济发展的基本问题，主要包括村级集体经济的概念与特征、发展历程、功能作用及发展村级集体经济的必要性和可行性等。第三部分主要写济宁市村级集体经济发展概况。阐明作为研究对象的济宁村级集体经济的现实状况，总结其发展特征，研究存在的问题，探究引发这些问题的原因。第四部分重点研究济宁市村级集体经济发展的机遇——新型农村社区建设，深入分析济宁市新型农村社区建设与村级集体经济发展之间的关系，指出新型农村社区建设促进村级集体经济发展的有利因素，村级集体经济发展的类型。第五部分主要研究有关原则和制度保障，从体制机制上进行有益探索，为济宁市村级集体经济持续、健康发展奠定坚实的政策基础。
[Abstract]:The village level collective economy is the material foundation of the rural development of our country, is the important safeguard to realize the agricultural modernization, to the rural infrastructure construction, the social affairs management, the development of the cultural life and the improvement of the peasants' living standard.The improvement of production conditions plays a very important role.Jining as an important high-quality commodity grain, cotton, garlic and peanut production base, is a typical agricultural city.However, the development of village-level collective economy in Jining City is not optimistic. About two-thirds of the village-level collective economy in the city cannot meet the normal operation of the village collectives themselves, and even some villages do not have collective economic income.It seriously affects the effective solution of the problem of agriculture, rural areas and farmers in Jining, and restricts the construction of new rural communities.In order to better promote the development of village level collective economy in Jining, this paper focuses on the construction of new rural community, explores how to seize and use this opportunity to develop village collective economy and further improve the living standard of farmers.Improve rural production conditions and realize agricultural modernization as soon as possible.The paper is divided into five parts: the first part is the introduction, which mainly studies the background and significance of the development of village collective economy in Jining, summarizes the current situation of the research on village collective economy at home and abroad, and points out the research ideas of this paper.Content and method, explain the innovation of the paper and the shortcomings.The second part expounds the basic problems of the development of village collective economy, including the concept and characteristics of village collective economy, the course of development, the function and the necessity and feasibility of developing village collective economy.The third part mainly describes the development of village-level collective economy in Jining.This paper expounds the actual situation of Jining village collective economy as the object of study, summarizes its development characteristics, studies the existing problems, and probes into the causes of these problems.The fourth part focuses on the development of the village-level collective economy in Jining-new rural community construction, in-depth analysis of the relationship between the construction of new rural communities and the development of village-level collective economy.It is pointed out that the construction of new rural community promotes the development of village level collective economy, and the type of village level collective economy development.The fifth part mainly studies the relevant principles and system guarantee, carries on the beneficial exploration from the system mechanism, establishes the solid policy foundation for the Jining village level collective economy sustainable, the healthy development.
