【摘要】：生态文明与新农村建设理论,是中国特色社会主义理论体系中非常重要的组成部分。生态文明的内在涵意是人与自然和谐共处,新农村建设也同样需要符合人与自然,人与人和谐相处的社会主义本质属性要求。因此,要实现经济繁荣、设施完善、环境优美、氛围和谐的社会主义新农村目标,就必须站在生态文明的高度去进行科学谋划。论文紧紧围绕新农村生态文明建设这一主题,利用文献研究、实证分析、规范分析以及对比研究相结合的方法,研究分析生态文明与新农村建设两者之间的关系,并以鹿城区藤桥镇为例进行了环境现状和问题成因的分析,在此基础上,深入分析造成这些问题的主要原因:农村基础设施较为滞后,生态环境破坏问题凸显,农村资源缺乏合理利用,农民生态环保意识薄弱。这些问题的产生是多方面的,主要表现在:农村发展与环保意识不相匹配、经济发展与村镇规划不相匹配、环境污染与整治能力不相匹配、产业升级与科研水平不相匹配。在对藤桥镇新农村生态文明建设问题及成因分析的基础上,作者还借鉴了国内外关于新农村生态文明建设的经验做法,提出了藤桥镇新农村生态文明建设的几项对策和建议,指出要切实转变发展理念、加快基础实施建设、完善政策法律制度、加大环境监管力度,加强农村生态文明理念建设。根据在鹿城区环保系统的多年工作积累,笔者获取了一定的有助于课题研究的统计数据,具有一定的现实针对性。论文对藤桥镇新农村生态文明建设过程中产生的共性问题与个性问题进行了综合研究。由于综合信息来源有限、调查研究力量较为薄弱等原因,研究内容还有待进一步深化。
[Abstract]:The theory of ecological civilization and the construction of new countryside is a very important part of the theoretical system of socialism with Chinese characteristics.The inherent meaning of ecological civilization is that man and nature coexist in harmony, and the construction of new countryside also needs to conform to the socialist essential attribute requirement of human being and nature and people living harmoniously with each other.Therefore, in order to realize the goal of the new socialist countryside with economic prosperity, perfect facilities, beautiful environment and harmonious atmosphere, it is necessary to plan scientifically from the height of ecological civilization.Based on the theme of ecological civilization construction in new countryside, the paper analyzes the relationship between ecological civilization and new rural construction by means of literature research, empirical analysis, normative analysis and comparative study.Taking Liangqiao Town in Lucheng District as an example, the paper analyzes the environmental status quo and the causes of the problems. On this basis, the main causes of these problems are analyzed in depth: the rural infrastructure is lagging behind, and the ecological environment damage problem is prominent.Lack of rational use of rural resources, farmers' ecological awareness of environmental protection is weak.These problems come into being in many aspects, mainly in the following aspects: rural development and environmental protection consciousness are not matched, economic development and village planning are not matched, environmental pollution and renovation ability are not matched, and industrial upgrading and scientific research level are not matched.Based on the analysis of the problems and causes of the construction of ecological civilization in the new countryside of Fuqiao Town, the author also draws lessons from the experience and practices of the construction of ecological civilization in the new countryside at home and abroad, and puts forward several countermeasures and suggestions for the construction of ecological civilization in the new countryside of Fuqiao Town.It is pointed out that it is necessary to change the concept of development, speed up the basic construction, perfect the policy and legal system, strengthen the environmental supervision, and strengthen the construction of the concept of rural ecological civilization.According to the accumulation of environmental protection system in Lucheng District for many years, the author has obtained some statistical data which is helpful to the research of the subject, and has certain realistic pertinence.This paper makes a comprehensive study on the common and individual problems in the construction of ecological civilization in the new countryside of Fujiao Town.Because of the limited comprehensive information sources and the weak investigation and research power, the research content needs to be further deepened.
