再议土地改革——中国和印度的启示

【摘要】：此文对中国和印度土地关系的沿革略做比较。"土地改革"一词广义上既指平分土地,也包括合作化、集体化。两国对比突显中国土地革命与集体农业对社会发展的意义。第一、二节分别追述中国以土地再分配和印度以限制大地产及保护佃权为中心的改革轨迹。第三、四节讨论中国的人民公社制度和印度绿色革命各自的得失。第五节择要检视关于饥荒和民主的辩论。最后一节面对两国共同面临的、资本主义全球扩张背景下的乡村解体问题,重述农民(再)组织的必要性及其特定的、非私有化的土地条件。
[Abstract]:This article briefly compares the evolution of land relations between China and India. "The term land reform in a broad sense refers to the division of land, cooperation and collectivization.The contrast between the two countries highlights the significance of China's agrarian revolution and collective agriculture to social development.The first and second sections respectively retrace the reform track of land redistribution in China and the restriction of large real estate and the protection of tenancy rights in India.The third and fourth sections discuss the gains and losses of the Chinese people's Commune system and the Indian Green Revolution.Section 5 examines the debate about famine and democracy.The last section restates the necessity of peasant organization and its specific, non-privatized land conditions in the face of the rural disintegration in the context of the global expansion of capitalism.
