农产品质量安全认证现状及发展对策研究

【摘要】：目的本研究以基础理论为导向对我国农产品质量安全认证进行综述性研究,总结主要农产品认证种类、特点、认证标准与发展现状;总结部分发达国家的农产品认证现状与先进模式,从而为完善我国农产品认证建设提供良好的借鉴;以2003-2013年我国绿色食品产品认证数量、代表种类与农产品出口额进行实证研究,充分说明认证对促进出口贸易的重要性。围绕认证体系、监管部门、认证机构和企业提出完善农产品认证的相应对策与建议,为完善我国农产品认证制度提供新的视角。方法历史文献法,在对相关基础理论与我国农产品质量安全认证制度概述中,运用历史文献法进行综述性研究;对比分析法,对比部分发达国家农产品认证制度的先进经验及管理模式,对比各国在各自制度演变过程中的差异,将零散化的知识与理论形成系统性的框架。统计分析法,本文的第五章运用该方法对认证产品数量与出口贸易额进行实证研究,定量分析两者之间存在高度依赖,从而说明认证的重要性。最后是案例分析,在本研究第六章运用案例分析法更加生动形象地反映目前认证所存在的问题。结果农产品质量安全认证在我国蓬勃发展,各项建设不断完善,目前已形成了以产品认证为主、管理体系认证为辅的局面。产品认证方面,以无公害、绿色认证为主流,有机认证为补充;管理体系以ISO22000为主,HACCP与GAP为补充。国外农产品认证注重法律与标准体系建设,在保证国内市场基础上对国外进一步发展。我国农产品与管理体系认证均得到社会的广泛认可并产生深远的影响,尤其对出口贸易方面有重要推动作用。与此同时也存在制约发展的问题并亟待完善,其中包括农产品国际竞争力较弱、认证交叉、管理部门重叠、责任意识淡化;认证机构虚假作为扰乱认证行业秩序;企业本末倒置等现象。结论完善我国农产品认证要齐头并进、多管齐下。首先要明确认证形式与定位,优化认证体系并完善相应的法律基础建设;其次监管部门要厘清职责,强化责任意识,加快推进认证与追溯的衔接能力,保证长效化的监管机制;再次认证机构要加强行业自律性,不断提高自身的软硬件能力,要创新鼓励并引导认证企业实现生产规模化和标准化,通过认证逐步增强我国农产品的国际竞争力。
[Abstract]:Objective to summarize the quality and safety certification of agricultural products in China based on the basic theory, and to summarize the types, characteristics, standards and development of the certification of agricultural products.Summing up the current situation and advanced models of agricultural products certification in some developed countries, thus providing a good reference for perfecting the construction of agricultural products certification in China.The representative category and the export volume of agricultural products are empirically studied, which fully explains the importance of certification in promoting export trade.Around the certification system, regulatory authorities, certification bodies and enterprises put forward the corresponding countermeasures and suggestions to improve the agricultural product certification system, and provide a new perspective for the improvement of agricultural product certification system in China.Methods the historical literature method is used to summarize the relevant basic theories and the certification system of the quality and safety of agricultural products in China.By comparing the advanced experience and management mode of agricultural products certification system in some developed countries, and comparing the differences in the evolution of each country's system, the scattered knowledge and theory are formed into a systematic framework.The fifth chapter of this paper uses this method to carry on the empirical research to the quantity of certified products and the export trade volume, quantificationally analyses the high dependence between them, thus explains the importance of certification.In the sixth chapter, we use the case analysis method to reflect the problems of certification more vividly and vividly.Results the quality and safety certification of agricultural products has developed vigorously in our country, and all kinds of construction have been improved constantly. At present, the situation of product certification as the main part and management system certification as the supplement has been formed.For product certification, pollution-free, green certification as the mainstream, organic certification as a supplement; ISO22000 as the main management system of HACCP and GAP as a supplement.Foreign agricultural product certification pays attention to the construction of law and standard system, and develops further abroad on the basis of ensuring domestic market.The certification of agricultural products and management system in China has been widely recognized by the society and has a far-reaching impact, especially on the export trade has an important role in promoting.At the same time, there are some problems that restrict the development, including the weak international competitiveness of agricultural products, the overlapping of certification, the overlapping of management departments, the desalination of responsibility consciousness, the falsehood of certification organization as disturbing the order of certification industry.Enterprises put the cart before the horse and other phenomena.Conclusion in order to perfect the certification of agricultural products in China, we should go hand in hand and multipronged.First of all, we should clarify the form and position of certification, optimize the certification system and improve the corresponding legal infrastructure; secondly, the regulatory authorities should clarify their responsibilities, strengthen their sense of responsibility, speed up the convergence between certification and traceability, and ensure a long-term regulatory mechanism.The certification organization should strengthen the self-discipline of the industry, improve its own ability of software and hardware, encourage and guide the certification enterprises to realize the scale and standardization of production, and gradually enhance the international competitiveness of agricultural products of our country through the certification.
