农村低保对象诚信机制初探

【摘要】：当前,农村贫困问题已成为社会各界关注的热点之一,其中,农村最低生活保障制度作为解决农村贫困问题的重要制度安排也越来越被外界所关注。近年来,农村低保对象诚信缺失现象愈发严重,在某种程度上已严重损害了农村低保制度的权威性和公信力。因此,解决农村低保对象诚信缺失问题已迫在眉睫。本文将诚信机制的建设作为切入点来考察农村低保对象诚信状况。要想在我国构建完整而又不失效用的农村低保对象诚信机制,就需要突破道德化诚信的樊篱,转而追求制度化诚信。根据过往的经验显示,在农村低保领域,要构建与之相关的诚信机制,单纯依赖道德教化是非常片面和不足的,需要出台全面系统的治理方案,本文在这方面作出一定的探索。本文首先对低保对象的诚信缺失现象进行了研究,通过实地调研和访谈搜集有关资料,总结了农村低保对象诚信缺失的种种表现,如拼保、轮保、人情保、关系保以及维稳保等等。然后,从主客观两方面入手分析了导致农村低保对象诚信缺失的原因。紧接着又选取了澳大利亚和日本这两个具有代表性的国家,梳理了两国最低生活保障制度中有关诚信机制方面的内容,并总结出了可供我国借鉴之处。文章最后在前文的研究基础上,从农村低保制度“准入—管理—退出”三个环节入手,构建了农村低保对象诚信机制,该机制包含三大模块,即诚信预警机制、诚信监督机制、诚信奖惩机制,同时这三大模块又由信息共享机制、诚信承诺保证制度、诚信审查对比机制、政府监督机制、社会舆论监督机制、失信惩戒机制、诚信激励机制这七个子机制构成。只有让各个子机制共同作用,密切配合,农村低保对象诚信机制才能真正发挥效用。
[Abstract]:At present, the problem of rural poverty has become one of the hot spots in the society, among which, the rural minimum living security system, as an important institutional arrangement to solve the rural poverty problem, has been paid more and more attention to by the outside world.In recent years, the phenomenon of lack of honesty and credit of the rural minimum living standard has become more and more serious, which to some extent has seriously damaged the authority and credibility of the rural minimum security system.Therefore, it is urgent to solve the problem of lack of honesty and credit of rural low-guarantee object.This article regards the construction of the honesty mechanism as the starting point to investigate the credit situation of the rural low-guarantee object.It is necessary to break through the barriers of moral integrity and to pursue institutionalized honesty if we want to build a complete and effective system of honesty and credit for rural low guarantee objects in our country.According to the past experience, in the field of rural minimum security, it is very one-sided and insufficient to build up the credit mechanism related to it, and it is necessary to introduce a comprehensive and systematic management scheme. This paper makes a certain exploration in this respect.Firstly, this paper studies the phenomenon of lack of honesty and credit of the low guarantee object. Through field investigation and interview to collect relevant information, this paper summarizes the various manifestations of the lack of integrity of the rural low guarantee object, such as combination insurance, rotation protection, human protection, etc.Relationship protection and maintenance and so on.Then, from subjective and objective aspects, the paper analyzes the reasons that lead to the lack of credibility of the rural low-guarantee object.Then two representative countries, Australia and Japan, are selected to sort out the content of honesty mechanism in the minimum living security system of the two countries, and summarize the points for our country to draw lessons from.Finally, on the basis of the previous research, starting with the three links of "admittance, management-exit" of the rural minimum security system, this paper constructs the credit mechanism of the rural minimum guarantee object, which consists of three modules, namely, the honesty early warning mechanism and the honesty supervision mechanism.At the same time, these three modules are composed of the information sharing mechanism, the integrity commitment guarantee system, the integrity review and comparison mechanism, the government supervision mechanism, the social public opinion supervision mechanism, and the dishonest punishment mechanism.The seven sub-mechanisms of honesty and credit incentive mechanism constitute.Only let each sub-mechanism work together and cooperate closely, can the credit mechanism of the rural low guarantee object really play its role.
