新型城镇化背景下的土地产权制度改革

【摘要】：土地产权制度改革与我国新型城镇化所要求的"高质量"与"高效益"存在逻辑上的对应关系。历史经验已经表明,不同阶段的土地改革为土地用途的转换和城镇化的向前推进提供了基础性条件,从而在不同阶段为我国城镇化进程和经济的发展创造了"改革红利"。在土地产权界定模糊、土地征收补偿机制滞后以及土地增值收益分配结构不合理等城镇化现状下,进行农地流转制度改革、集体建设用地流转制度改革以及土地增值收益分配结构改革等应当成为新型城镇化背景下土地产权制度改革的有效举措。
[Abstract]:Land property rights system reform and China's new urbanization requirements of "high quality" and "high efficiency" is the logical relationship. Historical experience has shown that the different stages of the land reform for land conversion and urbanization forward provides the basic conditions, to create a "reform dividend" to different stages for the development of China's urbanization and economy. In the fuzzy definition of property rights of land, the land expropriation compensation mechanism lag and land value-added income distribution unreasonable structure of towns, the reform of the circulation system of agricultural land, the collective construction land system reform and land value-added income distribution structure reform should be an effective measure of property rights the reform of the land system in the context of new urbanization.
