我国农村扶贫开发政策中的多元执行主体研究

【摘要】:随着改革开放后我国经济社会和治理模式的不断变化发展,各领域社会利益主体的多元化和多层化格局基本形成,社会治理的主体也呈现出多元化趋势。农村扶贫开发政策在我国已经成规模、成体系化地执行了 30年,虽然取得了一定成效但是也存在一定问题,其中扶贫政策执行主体对我国农村扶贫政策的执行效果起着重要影响。本文以公共政策执行理论和多元治理视角研究我国扶贫政策中的政策执行主体,目的在于结合多元治理理论和公共政策的理论分析框架,对我国扶贫政策执行主体进行分析和研究。对过去三十年我国农村扶贫政策执行主体的组成结构、价值追求、运行机理、变化发展、冲突困境进行梳理和分析。试图总结出扶贫政策执行主体的组织架构、运行机制、发展规律和发展困境,并结合实际案例和实践经验,对多元治理理论指导公共政策执行主体建构进行理论梳理和完善。并对我国下一阶段的扶贫攻坚战略中,政策执行主体的建构和机制的完善提供理论指导。为解决扶贫政策执行主体遇到的困境和障碍提供解决困难和发展的政策建议。本文第三章通过研究"甘肃省1+17扶贫开发政策方案"重点分析执行扶贫开发政策的政府主体,通过研究"陕西府谷现象""来分析执行扶贫开发政策的市场主体,通过研究"中国扶贫基金会案例"来分析执行扶贫开发政策的社会主体。本文第四章通过分析比较政府组织、市场主体、社会组织三个扶贫开发政策执行主体在实践中的作用和面临的困境,从而分析公共政策的各个执行主体在执行公共政策中的优劣势。分析了政府组织在扶贫开发政策执行中的战略制定、救济保障、政策推动、多元引导方面的"主导地位"作用,以及灵活度不高、整合力疲软、精准度欠缺、持续性不足的"僵化体制"缺陷。研究分析了市场主体执行扶贫开发政策中"效率导向"的价值追求与"社会责任"回应的博弈。分析了社会组织主体在执行扶贫开发政策中的满足特群差异化需求的"精细深入"与自身组织不够完善、能力不足、资金不足等"资源匮乏"之间的矛盾。最后,结合几个政策执行主体的优势和劣势,从多元主体协同治理的路径出发,提出促进我国农村扶贫开发政策执行多个主体之间合作共治的政策建议。主要措施为构建多元主体参与执行扶贫政策体系、搭建多元主体协同执行扶贫政策平台、提升多元主体执行扶贫开发政策能力、创新多元主体执行扶贫开发政策机制。
[Abstract]:With the continuous development of economic society and governance mode after reform and opening up in China, the diversification and multi-layer pattern of social interest subjects in various fields have been basically formed, and the main body of social governance has also shown a trend of diversification.The policy of poverty alleviation and development in rural areas has been implemented on a large scale and systematically for 30 years. Although it has achieved certain results, there are still some problems.Among them, the main body of poverty alleviation policy implementation plays an important role in the implementation of rural poverty alleviation policy.This paper studies the main body of policy implementation in poverty alleviation policy in China from the perspective of public policy implementation theory and pluralistic governance. The purpose of this paper is to combine the theory of multiple governance with the theoretical analysis framework of public policy.The main body of poverty alleviation policy implementation in China is analyzed and studied.This paper analyzes the composition structure, value pursuit, operation mechanism, change and development, conflict dilemma of the main body of rural poverty alleviation policy in China in the past 30 years.This paper tries to sum up the organizational structure, the operating mechanism, the development law and the development dilemma of the main body of poverty alleviation policy implementation, and combines the actual cases and practical experience to sort out and perfect the pluralistic governance theory to guide the construction of the main body of public policy execution.It also provides theoretical guidance for the construction of policy executive subject and the perfection of mechanism in the next stage of poverty alleviation strategy in China.In order to solve the difficulties and obstacles encountered by the main body of poverty alleviation policy implementation, provide policy advice to solve the difficulties and development.The third chapter focuses on the analysis of the government main body in implementing the poverty alleviation and development policy through the study of "Gansu Provincial 1,17 Poverty Alleviation and Development Policy Program", and the market main body of the poverty alleviation and development policy through the study of "Shaanxi Fugu phenomenon".By studying the case of China Poverty Alleviation Foundation, this paper analyzes the social subject of implementing poverty alleviation and development policy.In the fourth chapter, through the analysis and comparison of the government organization, the market main body, the social organization three poverty alleviation and development policy implementation main body in the practice function and the difficult position which faces,In order to analyze the public policy implementation of the main body in the implementation of public policy advantages and disadvantages.This paper analyzes the "leading position" of government organizations in the implementation of poverty alleviation and development policies, such as strategy formulation, relief guarantee, policy promotion and pluralistic guidance, as well as the lack of flexibility, weak integration and lack of precision.The imperfections of the inflexible system.This paper analyzes the game between "efficiency oriented" value pursuit and "social responsibility" in the implementation of poverty alleviation and development policies by market participants.This paper analyzes the contradiction between the "fine depth" of the social organization main body in carrying out the policy of poverty alleviation and development and the lack of resources, such as insufficient organization, insufficient ability and insufficient fund, etc.Finally, based on the advantages and disadvantages of several policy implementing subjects, this paper puts forward some policy suggestions on how to promote the cooperation and co-management among the multiple subjects in the policy of rural poverty alleviation and development in China.The main measures are to build a multi-subject system to participate in the implementation of pro-poor policies, to build a platform for multi-subjects to implement pro-poor policies, to enhance the ability of multi-subjects to implement pro-poor and development-oriented policies, and to innovate the mechanism of multi-subject policies on poverty alleviation and development.
