共享发展视域下的精准扶贫研究

【摘要】：党的十八大正式提出,要在2020年实现全面建成小康社会。全面建成小康社会的关键在“全面”二字,如何解决好最后一公里的“全面”,是对中国共产党执政智慧和执政方略的巨大考验。为此,中国共产党适时提出“创新、协调、绿色、开放、共享”发展理念,并将共享作为中国特色社会主义的本质要求,把切实保障和改善民生摆在突出位置,并通过系列制度安排把国家的发展目标与每个人的具体梦想结合起来,构建了一系列共享机制,加强了具体的共享制度设计和安排,为发展主体——人——特别是贫困人口的自由全面发展打下了坚实的基础。本文在借鉴国内外学者研究成果的基础上,从共享发展的视角出发,对当前我国精准扶贫做出理论分析和实证研究,进一步丰富了精准扶贫的内涵,充实了中国农村反贫困问题的研究。改革开放将近四十年,中国的扶贫开发工作取得了巨大成就。现阶段,我国正处于全面建成小康社会的决胜攻坚时期,切实做到精准扶贫,实现精准脱贫,打赢最后的攻坚战役,必须要有先进的科学的理念作为指导。共享发展的提出为“十三五”时期精准扶贫提供了重要的战略和理论支撑。这一发展理念对当前基层精准扶贫工作中落实不实、效果不佳等问题,对实现对扶贫工作的科学有效管理具有重要的现实指导作用,从共享发展视角出发对精准扶贫进行深入研究,有利于加强扶贫工作的针对性,提高实效性,全面贯彻好中央扶真贫、真扶贫的重要指示精神。本研究试图从共享发展的视角出发,积极探索精准扶贫与共享发展理念的关系,并对当前精准扶贫存在的困境进行剖析,试图提出其合理化建议。
[Abstract]:The 18 th National Congress of the Party formally proposed that a well-off society should be built in an all-round way by 2020.The key to building a well-off society in an all-round way lies in the word "all-round". How to solve the "comprehensive" of the last kilometer is a great test of the ruling wisdom and strategy of the Communist Party of China.To this end, the Communist Party of China has put forward the concept of "innovation, coordination, green, open and shared" at the right time, and has made sharing the essential requirement of socialism with Chinese characteristics, putting the practical protection and improvement of people's livelihood in a prominent position.And through a series of institutional arrangements to combine national development goals with the specific dreams of everyone, a series of sharing mechanisms have been constructed, and specific sharing system designs and arrangements have been strengthened.It has laid a solid foundation for the free and all-round development of the development subject-man-especially the poor population.Based on the research results of scholars at home and abroad and from the perspective of shared development, this paper makes theoretical analysis and empirical research on precision poverty alleviation in China, which further enriches the connotation of precision poverty alleviation.It enriches the research on anti-poverty in Chinese rural areas.After nearly 40 years of reform and opening up, great achievements have been made in poverty alleviation and development in China.At the present stage, our country is in the crucial period of building a well-off society in an all-round way. We must have advanced scientific ideas as the guidance to help the poor with precision, to get rid of poverty with precision and to win the final battle.The proposal of shared development provides important strategic and theoretical support for accurate poverty reduction in the Thirteenth Five-Year Plan period.This concept of development has an important practical guiding role to realize the scientific and effective management of poverty alleviation work, which is not practical and effective in the implementation of the current work of precision poverty alleviation at the grass-roots level.From the perspective of shared development, it is helpful to strengthen the pertinence of poverty alleviation work, improve the actual effect, and carry out the important directive spirit of the central government to help the real poor and help the poor.This study attempts to explore the relationship between precision poverty alleviation and shared development concept from the perspective of shared development, and analyzes the difficulties existing in precision poverty alleviation at present, and tries to put forward some reasonable suggestions.
