土地经济与管理工程科技体系及重点研究领域分析

【摘要】：既往土地管理主要借助于行政、经济和法律手段,工程科技手段相对薄弱。囿于软科学的传统定位,土地经济与管理工程科技发展始终呈现“碎片化”特征,其本质是人类利用土地的内在需求牵引所形成的内生扩张性过程,可以将内容划分为土地资源统计与核算、土地资产评估与价值管理、土地资本运营与金融工程、土地市场监测与政策仿真等四大部分。以需求为导向,提出了当前和未来一段时间内需要重点突破的五大领域,并从重大工程、平台建设与学科人才等角度提出了土地经济与管理工程科技发展的建议。
[Abstract]:In the past, land management mainly relied on administrative, economic and legal means, but the engineering scientific and technological means were relatively weak. Due to the traditional orientation of soft science, the development of land economy and management engineering has always been characterized by "fragmentation", and its essence is an endogenetic expansion process formed by the internal demand of human utilization of land. The contents can be divided into four parts: land resource statistics and accounting, land asset evaluation and value management, land capital operation and financial engineering, land market monitoring and policy simulation. Taking demand as the direction, the paper puts forward five major fields which need to be broken through in the present and future period, and puts forward suggestions for the development of land economy and management engineering science and technology from the angles of major engineering, platform construction and subject talents.
