新型城镇化背景下长沙市城市土地集约利用政策研究

【摘要】：由于土地资源的稀缺,城市土地利用必然要走上集约利用的道路,在新型城镇化的背景下,新的发展模式对土地集约利用提出了新的要求,城市用地集约利用政策能够如何推动城市土地集约利用的深化改革,以打造更宜居的城市是我们研究的重点。长沙市作为中部省会城市,在新型城镇化中面临着极大的挑战与机遇,土地集约政策作为政府进行土地管理的主要工具对土地利用产生重要影响。本文结合长沙市土地集约利用现状,对长沙市的城市土地集约利用政策的优化进行了探讨。本文通过客观需要和现存的矛盾探讨了新型城镇化背景下适用于我国的城市土地集约利用。分析得出,在当前的新形势下,土地集约不仅仅要能充分的利用城市土地资源,更要经过科学的规划,让城市土地利用满足人们的需求,获得长远的发展。在相关理论的指导下,对长沙市近10年来的土地的利用结构、城市的扩张方式、土地的利用程度以及生态状况四个方面的相关数据以及资料进行分析,发现在现实需求的推动作用下,近五年来长沙市在土地集约利用上取得了一定的成绩,土地集约的意识在不断增强。但同时也发现,土地的集约利用仍然有很大的上升空间,土地利用中仍然存在土地浪费以及粗放经营,城市的生态状况仍然有待加强。基于这些问题,城市土地政策如何推动城市土地集约利用的深化改革是本文研究的重点。按照土地集约利用存在的问题对长沙市现行土地政策进行梳理,得出集约政策在土地规划、政策的可行性、集约标准的确定以及生态效益的实现四个方面有待提升。根据上文中的得出的结论,在借鉴其他城市中较为创新的土地政策的基础上,结合近几年长沙市土地利用状况以及相应的政策内容,从土地规划、政策监督、土地集约标准与模式、土地生态效益四个方面提出相对具体的优化意见。
[Abstract]:Due to the scarcity of land resources, urban land use is bound to take the road of intensive use. Under the background of new urbanization, the new development model puts forward new requirements for intensive land use. How the policy of intensive use of urban land can promote the deepening reform of intensive use of urban land in order to create a more livable city is the focus of our research. Changsha, as the capital city of central China, is facing great challenges and opportunities in the new urbanization. As the main tool of land management, land intensive policy has an important impact on land use. Based on the present situation of intensive land use in Changsha, this paper discusses the optimization of urban land intensive use policy in Changsha. This paper discusses the intensive use of urban land in China under the background of new urbanization through objective needs and existing contradictions. It is concluded that under the new situation, land intensive should not only be able to make full use of urban land resources, but also through scientific planning, so that urban land use can meet the needs of people and obtain long-term development. Under the guidance of relevant theories, this paper analyzes the land use structure, urban expansion mode, land use degree and ecological status of Changsha in the past 10 years. It is found that in the past five years, Changsha has made some achievements in intensive land use, and the consciousness of land intensive has been strengthened. But at the same time, it is also found that the intensive use of land still has a lot of room to rise, land waste and extensive management still exist in the land use, and the ecological situation of the city still needs to be strengthened. Based on these problems, how to promote the urban land intensive use of urban land policy reform is the focus of this paper. According to the existing problems of intensive land use, this paper sorts out the current land policy in Changsha, and concludes that the land planning, the feasibility of the policy, the determination of intensive standards and the realization of ecological benefits need to be improved. According to the conclusions reached above, on the basis of drawing lessons from the more innovative land policies in other cities, combining the land use situation and the corresponding policy contents of Changsha in recent years, from the land planning, policy supervision, Four aspects of land intensive standard and mode, land ecological benefit are put forward.
