山西农产品流通体系效率及其影响因素研究

【摘要】：中央一号文件连续12年聚焦在“三农”问题上,“三农”问题一直是国家工作的重心所在。近年来农产品滞销,“买难卖难”和“菜贱伤农,菜贵伤民”的流通问题依然凸显。2013年,中央一号文件聚焦“提高农产品流通效率”,2014年提出完善农村物流服务体系,2015年中央一号文件提出创新农产品流通方式。这些文件的出台说明我国农产品流通中依然存在大量须解决的问题,对农产品流通体系进行研究,分析农产品流通效率,进而找出影响流通效率的因素具有重要的理论意义和实践价值。论文基于这一现实背景,在对国内外相关研究综述的基础上,以分工理论和价值链理论为基础对我国农产品流通体系和流通过程增值过程进行分析;基于体系和相关文献的分析,结合“投入—产出”思想,进行了指标和评价模型的选取。通过数据收集和整理,对全国31个省市的农产品流通体系效率进行评价,并对评价结果进行聚类分析,指出山西农产品流通体系效率基本情况。基于体系的分析和评价及聚类的分析结果,选取相应投入指标和产出指标,对山西农产品流通的影响因素进行典型相关分析,在充分讨论的基础上提出相关政策建议。研究表明:(1)山西处于全国农产品流通体系效率的一般水平,其技术效率和规模效率低于全国平均值,规模报酬呈递减趋势;(2)影响山西农产品流通总量的主要因素为农产品流通相关资本存量、政府对农产品流通相关的财政支出、交通水平;(3)影响农产品流通业总产值的主要因素为信息水平、政府对农产品流通相关的财政支出、交通水平。
[Abstract]:The first document of the Central Committee focused on the issue of agriculture, countryside and farmers for 12 consecutive years, and the issue of agriculture, rural areas and farmers has always been the focus of national work. In recent years, the circulation problems of unmarketable agricultural products, "hard to buy and sell" and "cheap vegetables hurt farmers, expensive vegetables hurt people" are still prominent. In 2013, The first document of the Central Committee focused on "improving the efficiency of agricultural products circulation", and proposed to improve the rural logistics service system in 2014. In 2015, the No. 1 document of the Central Committee proposed innovative ways of agricultural products circulation. The introduction of these documents shows that there are still a large number of problems to be solved in the circulation of agricultural products in our country. The circulation system of agricultural products is studied and the efficiency of agricultural products circulation is analyzed. It is of great theoretical and practical value to find out the factors that affect the circulation efficiency. Based on this background, this paper analyzes the circulation system and value-added process of agricultural products in China based on the theory of division of labor and the theory of value chain. Based on the analysis of the system and related literature, combined with the idea of "input-output", the index and evaluation model are selected. Through data collection and collation, the paper evaluates the efficiency of agricultural product circulation system in 31 provinces and cities in China, and analyzes the evaluation results by cluster analysis, and points out the basic situation of agricultural product circulation system efficiency in Shanxi Province. Based on the analysis and evaluation of the system and the result of cluster analysis, this paper selects the corresponding input index and output index, carries on the canonical correlation analysis to the influence factor of Shanxi agricultural product circulation, and puts forward the relevant policy suggestions on the basis of full discussion. The study shows that Shanxi is at the general level of the efficiency of the national agricultural product circulation system, and its technical efficiency and scale efficiency are lower than the national average. The main factors affecting the total circulation of agricultural products in Shanxi are the stock of capital related to the circulation of agricultural products, and the financial expenditure of the government on the circulation of agricultural products. The main factors affecting the total output value of agricultural products circulation are the information level, the financial expenditure related to the circulation of agricultural products by the government, and the transportation level.
