“双创”背景下生态村建设新思路及其模式探索

【摘要】：生态村建设在我国已经持续了三十多年,在获得一定成绩的同时,也面临着一些具体的现实难题。在"大众创业、万众创新"的背景下,创业、创新的概念进一步影响了生态村建设的经济结构。生态村建设在"双创"背景下,既获得了发展的新动力,又面临着如何面对这种新动力,即如何优化自身发展模式的问题。本文乃是在"双创"的背景下对生态村建设作出考察,力图将二者相结合,从而使得"双创"能够更好服务于生态村建设,同时生态村建设反过来又进一步提升"双创"氛围。为此,本文首先分析了"双创"及生态村建设的内涵,并指出两者之间的关系以及"双创"给生态村建设带来的机遇,同时也简要介绍了当前我国生态村建设的现状及其存在的主要问题,在此基础上,以宁德市七都镇六都村为重点考察对象,通过问卷设计与实地访谈,分析其在"双创"背景下进行生态村建设过程中所面临的主要问题,如生态村建设关注度不高、创新意识还比较薄弱、招商引资力度不够、高层次人才缺乏、对"双创"了解不深、乡村资源整合力度欠缺,产业培育较为滞后等等,紧接着提出当前生态村建设的新思路,从人才驱动、协同创新、产业融合角度探寻了生态村建设发展模式,并提出相应的对策与建议,为促进六都村生态村建设乃至其它地区生态村建设进程提供参考与借鉴。
[Abstract]:The construction of ecological village has lasted for more than 30 years in our country. At the same time, it faces some practical problems. Under the background of "mass entrepreneurship, mass innovation", the concept of entrepreneurship and innovation has further affected the economic structure of ecological village construction. Under the background of "double creation", the construction of ecological village not only obtains the new motive force of development, but also faces the problem of how to face the new motive force, that is, how to optimize its own development mode. This paper investigates the construction of ecological village under the background of "double innovation", and tries to combine the two, so that "double innovation" can better serve the construction of ecological village, and at the same time, the construction of ecological village can further enhance the atmosphere of "double creation". Therefore, this paper first analyzes the connotation of "Shuangchuang" and ecological village construction, and points out the relationship between them and the opportunity that "Shuangchuang" brings to the construction of ecological village. At the same time, it also briefly introduces the current situation and main problems of ecological village construction in our country. On the basis of this, taking Ludu Village in Qidu Town, Ningde City, as the focus object, questionnaire design and field interviews are adopted. This paper analyzes the main problems it faces in the process of ecological village construction under the background of "double creation", such as low attention to ecological village construction, weak innovation consciousness, insufficient investment attraction and lack of high-level talents. We do not have a deep understanding of "double innovation", lack of integration of rural resources, lagging behind in industrial cultivation and so on. Then we put forward new ideas for the construction of ecological villages, which are driven by talents and innovated collaboratively. This paper probes into the development mode of ecological village construction from the angle of industrial convergence, and puts forward corresponding countermeasures and suggestions, which provides reference and reference for promoting the construction of ecological village in Liudu village and even the process of ecological village construction in other regions.
