贵州新型农业经营主体发展研究

【摘要】：新型农业经营主体是针对传统农业经营方式而提出的。培育和发展新型农业经营主体会引导生产要素向优势主体集中,实现贵州农业的适度规模经营、提高农民劳动生产率以及农民收入水平,是解决小农生产存在的问题以及克服小农经济资源利用先天缺陷的有效途径。目前贵州省新型农业经营主体主要包括专业大户、家庭农场、农民专业合作社以及农业产业化龙头企业等。它们是现阶段贵州改造传统农业、引领现代农业发展的中坚力量,所代表的是规模化、集约化、市场化和产业化的经营方式。深入研究这类农业“精英群体”的现状特征、发展成效、政策需求,总结其中一些具有发展潜力和产业特色的典型案例,可以为今后贵州培育更多新型农业经营主体提供决策依据。有别于对它们的分类研究,本文将专业大户、家庭农场、农民专业合作社和农业产业化龙头企业纳入新型农业经营主体的范畴,着眼揭示新型农业经营主体发展的现状与成效。目前贵州省新型农业经营主体的发展现状是专业大户迅速兴起、家庭农场初见端倪、农民专业合作社蓬勃发展、农业产业化龙头企业不断壮大。在其发展过程中,各类新型农业经营主体面临一系列的机制束缚,据此提出相关对策建议。要实现贵州由传统农业向现代农业转型,培育和发展新型农业经营主体是关键。从长远来看,要扶持年富力强的经营主体;从经济效益看,要扶持辐射力强的经营主体;从社会效益看,要扶持土生土长的经营主体。
[Abstract]:The main body of new agricultural management is aimed at the traditional agricultural management mode. Cultivating and developing a new type of agricultural management subject will guide the production factors to the superior main body, realize the moderate scale management of Guizhou's agriculture, improve the farmers' labor productivity and the level of peasants' income. It is an effective way to solve the problems existing in smallholder production and to overcome the congenital defects in the utilization of small-scale economic resources. At present, the main body of new agricultural management in Guizhou Province mainly includes professional large households, family farms, farmers' specialized cooperatives and leading enterprises in agricultural industrialization. They are the backbone of Guizhou's transformation of traditional agriculture and leading the development of modern agriculture at the present stage, and represent the management mode of scale, intensification, marketization and industrialization. To study in depth the current characteristics, development results, policy needs of such agricultural "elite groups", and sum up some typical cases with potential for development and industrial characteristics, It can provide decision-making basis for cultivating more new agricultural management subjects in Guizhou in the future. Different from the research on their classification, this paper brings professional large households, family farms, farmers' specialized cooperatives and leading enterprises in agricultural industrialization into the category of new agricultural management subjects, and reveals the present situation and results of the development of new agricultural management subjects. At present, the development of new agricultural management in Guizhou Province is characterized by the rapid rise of professional large households, the emergence of family farms, the vigorous development of farmers' specialized cooperatives, and the growing of leading enterprises in agricultural industrialization. In the course of its development, all kinds of new agricultural management subjects are faced with a series of mechanism constraints, according to which the relevant countermeasures and suggestions are put forward. In order to transform Guizhou from traditional agriculture to modern agriculture, cultivating and developing new agricultural management subjects is the key. In the long run, it is necessary to support the management main body of the rejuvenation; from the economic benefit, we should support the main body with strong radiation; from the social benefit, we should support the mainstay of native management.
