生存与发展:新中国成立之初粮食购销体制建构的政治透视

【摘要】:新中国成立之初,中共中央不只是单纯出于实施工业化战略的发展需要,而是为寻求生存与发展的内在平衡对农村粮食实施统购统销政策。具体体现为:政治层面,中共中央出于借鉴苏联工业化建设经验与破解中国国情约束的需要;民生层面,中共中央出于国家工业化发展战略与民生需求之间平衡的需要;社会层面,中共中央出于推进农业生产合作社发展以增加粮食产量和克服农民贫富分化的需要;发展层面,中共中央出于加强城乡物资交流与化解粮食供需矛盾的需要,最终通过实施粮食统购统销政策实现对粮食的国家性建构。
[Abstract]:At the beginning of the founding of the people's Republic of China, the Central Committee of the Communist Party of China (CPC) not only carried out the development of industrialization strategy, but also carried out the policy of unified purchase and marketing of rural grain for the sake of seeking the internal balance between survival and development. At the political level, the CPC Central Committee needs to draw lessons from the Soviet Union's experience in industrial construction and break through the constraints of China's national conditions, and the CPC Central Committee needs to balance the national industrialization development strategy with the needs of the people's livelihood in terms of people's livelihood. At the social level, the CPC Central Committee needs to promote the development of agricultural production cooperatives in order to increase grain production and overcome the gap between the rich and the poor of peasants. Finally through the implementation of grain purchase and marketing policy to achieve the national construction of grain.
