【摘要】：农业作为国民经济基础,农业、农民和农村问题影响国民经济发展,作用非常重要。我国农村经济发展一直较缓慢,农民收入水平始终不高,城市与农村的收入差距较大,很难消除。解决农业、农民、农村的问题关键在于解决农民收入问题,农民收入水平影响农村社会稳定和经济发展。农民收入水平提高需要农村金融支持,已有大量研究表明,农村金融发展对农民增收存在两方面影响,即促进与抑制作用,农村金融功能有效发挥时可促进农民收入提高。随工业化、城镇化等快速发展,农民收入结构变化非常大,农业收入在农民整体收入中虽仍占最大比重,但非农业收入逐年提高,其促进增收作用日益凸显。因此,深入研究农村金融发展对农民非农收入增长的影响作用具有重要意义。我国幅员辽阔,地区间经济发展状况存在一定差异性。因此,研究农村金融发展与农民非农收入关系时,应考虑地区差异性。黑龙江省作为农业大省,农业发展水平在全国范围内具有代表性,研究黑龙江省农村金融发展对农民非农收入的影响作用具有实践意义。将黑龙江省作为研究主体,实证分析其农村金融发展对农民非农收入的影响,分析两者间存在关系,为黑龙江省农民提出符合农村实际情况的政策建议,促进农民非农收入增长,提高整体收入水平,并为我国整体研究提供参考。首先,根据相关理论基础,介绍并分析黑龙江省农村金融发展和农民非农收入当前情况,利用1996-2014年黑龙江统计年鉴相关统计数据,运用VAR模型实证分析黑龙江省农村金融发展与农民非农收入存在的关系。构建农村金融发展水平的指标变量,从农村金融结构、规模、效率及农村人均非农固定资产投资四方面衡量农村金融发展水平。协整检验农村金融发展与农民非农收入指标,得出黑龙江省农村金融发展与农民非农收入间存在的关系,建立VEC模型,经过脉冲响应函数与方差分解,检验黑龙江省农村金融发展与农民非农收入的短期关系及贡献效果。最后,得出黑龙江省农村金融规模与农村人均非农固定资产投资长期促进农民非农收入增长,且作用显著;农村金融效率与结构可在短期内提高农民非农收入,长期却存在抑制作用的结论。因此,针对实证分析结果,提出促进农村金融适应性改革、构建农村资金回流机制、建立竞争性的农村金融市场、发展内生性新型农村普惠金融的政策建议,以促进农民整体收入水平不断提高。
[Abstract]:Agriculture as the foundation of national economy, agriculture, farmers and rural problems affect the development of national economy, the role is very important. The development of rural economy in our country is slow all the time, the income level of farmers is not high all the time, the income gap between city and countryside is big, it is very difficult to eliminate. The key to solve the problems of agriculture, farmers and rural areas is to solve the problem of farmers' income, which affects the social stability and economic development of rural areas. A large number of studies have shown that the development of rural finance has two effects on the increase of farmers' income, that is, to promote and suppress the increase of farmers' income, and that the rural financial function can promote the increase of farmers' income when the function of rural finance is given full play. With the rapid development of industrialization and urbanization, the structure of farmers' income has changed greatly. Although agricultural income still accounts for the largest proportion in the whole income of farmers, the non-agricultural income is increasing year by year, and its promoting effect is becoming more and more prominent. Therefore, it is of great significance to study the impact of rural financial development on farmers' non-agricultural income growth. Our country has a vast territory, and there are certain differences between regions in economic development. Therefore, regional differences should be taken into account when studying the relationship between rural financial development and farmers' non-agricultural income. As a big agricultural province, the level of agricultural development in Heilongjiang Province is representative in the whole country. It is of practical significance to study the influence of rural financial development on the non-agricultural income of farmers in Heilongjiang Province. Taking Heilongjiang Province as the main body of study, this paper empirically analyzes the impact of rural financial development on the non-agricultural income of farmers, analyzes the relationship between the two, and puts forward policy recommendations for the farmers in Heilongjiang Province, which are in line with the actual situation in the countryside. To promote the growth of farmers' non-agricultural income, improve the overall income level, and provide a reference for the overall research in China. First of all, according to the relevant theoretical basis, this paper introduces and analyzes the current situation of rural financial development and non-agricultural income of farmers in Heilongjiang Province, and makes use of the relevant statistical data of Heilongjiang Statistical Yearbook from 1996 to 2014. VAR model is used to analyze the relationship between rural financial development and farmers' non-agricultural income in Heilongjiang Province. The index variable of rural financial development level is constructed to measure the level of rural financial development from four aspects: rural financial structure, scale, efficiency and rural per capita non-agricultural fixed assets investment. Cointegration tests the index of rural financial development and non-agricultural income of farmers, obtains the relationship between rural financial development and non-agricultural income of farmers in Heilongjiang Province, establishes VEC model, and decomposes it by impulse response function and variance. To test the short-term relationship between rural financial development and non-agricultural income of farmers in Heilongjiang province and its contribution effect. Finally, it is concluded that the scale of rural finance and the per capita non-agricultural fixed assets investment in Heilongjiang Province can promote the increase of non-agricultural income of farmers for a long time, and play a significant role, and the efficiency and structure of rural finance can improve the non-agricultural income of farmers in the short term. The conclusion is that there is a long-term inhibitory effect. Therefore, according to the results of empirical analysis, the paper puts forward some policy suggestions on promoting the rural financial adaptive reform, constructing the mechanism of rural capital return, establishing competitive rural financial market, and developing endogenous new rural inclusive finance. In order to promote farmers' overall income level continues to improve.
