农村集体经济组织的制度困境与治理之道——基于制度经济学分析视角

【摘要】：农村集体经济组织在制度协调、交易成本和经营风险等三方面对"三农"问题的解决和发展有着极大意义,但因组织内成员异质性引起的利益背离问题、产权问题、成员权问题以及政治职能与经济职能混同问题造成了当前农村集体经济组织发展面临着制度困境。实现新时期农村集体经济组织的治理转型升级,应明晰农村集体经济组织的产权,实现公共职能和经济职能分离;规范成员权,实现集体经济组织的稳定;认可组织权,巩固农村集体经济组织的地位。
[Abstract]:The rural collective economic organizations have great significance in the system coordination, transaction cost and management risk to solve and develop the "three rural" problems, but because of the heterogeneity of the members in the organization, the benefit deviation problem, the property right problem, etc. The problem of membership rights and the mixing of political and economic functions make the development of rural collective economic organizations face institutional difficulties. In order to realize the transformation and upgrading of rural collective economic organizations in the new period, we should clarify the property rights of rural collective economic organizations, realize the separation of public and economic functions, standardize the rights of membership, realize the stability of collective economic organizations, and recognize the right of organization. Consolidate the status of rural collective economic organizations.
