重庆现代农业示范区建设及其评价体系研究

【摘要】:发展现代农业,是建设社会主义新农村的首要任务,是贯彻落实科学发展观的基本要求,也是保障粮食安全、促进农民增收的根本途径,是实现农业可持续发展的必由之路。重庆作为国家首批现代农业示范地区之一,现已经有4个下设区县成为了国家级现代农业示范区试点,其现代农业的发展进程一直备受关注。传统意义上的现代农业评价只是单纯的讲究机械化、规模化等,以此作为衡量当今现代农业的唯一标准显然行不通。需要根据区域特色,结合区域管理组织方式与环境发展情况,来评价现代农业示范区的建设情况。因此,如何打破地区发展障碍,提高农业资源合理配置和利用效率,是一个值得重视的问题。本文主要目的在于构建现代农业建设评估的指标体系,并利用它为现代农业价值的定量评估提供基本分析工具与框架。通过分析重庆各区县现代农业示范区的基础建设情况,结合重庆地区的现代农业发展特色,做出合理有效的评价指标体系模型。首先,对近年来重庆各示范区现代农业的发展情况进行分析,并界定了现代农业的内涵。其次,研究了现代农业评价的方法以及指标体系;在评价指标选择上,遴选了重庆各现代农业示范区所在区县统计局发布的农村统计年鉴中具有代表性的15个评价指标,这15个评价指标涵盖了现代农业示范区农业的生产要素,包括综合产出、社会发展和经营管理以及农业生态发展等4个宏观方面。在评价权重界定上,采用了AHP与德尔斐法等具有代表性的主观评价方法、也采用了基于SPSS的主成分分析、因子分析更加客观的多元统计方法。使用模糊系统建立了一种开放的评价模型,提供了无需权重的评价方法。将这三种评价方法得到的评价结果进行综合的排序。为更加直观的表述评价结果,将重庆下设17个区县的现代农业示范区按照得分排序划分为:示范型、发展型、起步型三个梯队。最后,依据各现代农业示范区的评价结论,提出了具体的建设目标,建设措施和建设意见,以带动全市各现代农业示范区不断提高区域农业生产效率、改善农产品质量和维护生态环境的综合现代化。本文研究对重庆市现代农业示范区建设具有参考价值,所提出的理论分析框架、研究方法具有一定的探索性,为重庆创建示范型现代农业示范区和今后现代示范区的评价工作提供了科学依据。
[Abstract]:The development of modern agriculture is the primary task of building a new socialist countryside, the basic requirement of carrying out the scientific concept of development, the fundamental way to ensure food security and promote the increase of farmers' income, and the only way to realize the sustainable development of agriculture. Chongqing is one of the first demonstration areas of modern agriculture in China. Now there are four districts and counties in Chongqing as a pilot project of national modern agricultural demonstration area. The development process of modern agriculture has been paid much attention to. Traditional evaluation of modern agriculture is simply mechanized and large-scale, which is the only standard to measure modern agriculture. It is necessary to evaluate the construction of modern agricultural demonstration area according to regional characteristics, regional management organization and environmental development. Therefore, how to break the obstacles of regional development and improve the rational allocation and utilization efficiency of agricultural resources is a problem worthy of attention. The main purpose of this paper is to construct the index system of modern agricultural construction evaluation, and to use it to provide the basic analytical tools and framework for the quantitative evaluation of modern agricultural value. Based on the analysis of the basic construction of modern agricultural demonstration areas in various districts and counties of Chongqing and the characteristics of modern agricultural development in Chongqing, a reasonable and effective evaluation index system model is made. Firstly, this paper analyzes the development of modern agriculture in various demonstration areas of Chongqing in recent years, and defines the connotation of modern agriculture. Secondly, the paper studies the methods and index system of modern agricultural evaluation, and selects 15 representative evaluation indexes in the rural statistical yearbook issued by the Bureau of Statistics of modern agriculture in Chongqing. The 15 evaluation indexes cover the factors of agricultural production in the modern agricultural demonstration area, including 4 macroscopic aspects, such as comprehensive output, social development, management and management, and agricultural ecological development. In the definition of evaluation weight, the representative subjective evaluation methods such as AHP and Delphi method are adopted, and the principal component analysis based on SPSS is also used. The factor analysis is more objective and multivariate statistical method. An open evaluation model based on fuzzy system is established, which provides an evaluation method without weight. The evaluation results obtained by these three evaluation methods are ranked synthetically. In order to express the evaluation result more intuitively, the modern agricultural demonstration area which is divided into 17 districts and counties in Chongqing is divided into three echelons according to the score: demonstration type, development type and starting type. Finally, according to the evaluation conclusions of the modern agricultural demonstration areas, the concrete construction objectives, construction measures and construction suggestions are put forward, so as to promote the continuous improvement of the regional agricultural production efficiency in the modern agricultural demonstration areas of the whole city. We will improve the quality of agricultural products and maintain the comprehensive modernization of the ecological environment. The research in this paper has reference value to the construction of modern agricultural demonstration area in Chongqing, and the theoretical analysis framework and research method proposed in this paper have certain exploratory value. It provides a scientific basis for the establishment of demonstration agricultural demonstration area and the evaluation of modern demonstration area in Chongqing.
