经济发展差异下县域土地引资竞争研究

【摘要】:土地引资竞争在县级层面表现得最为突出,而处于不同经济发展阶段地区的地方政府土地引资策略存在差异,并通过工业地价的形成过程得以显现。本文基于空间计量模型,利用我国2013年县级工业地价的截面数据,对我国县级工业地价与引资竞争、经济发展关系的问题进行了定量研究。研究表明:第一,我国县级政府在其辖区内的工业地价存在着显著的正向空间竞争关系;第二,由于地区引资竞争,工业用地出让价格随着经济发展水平的变化呈现为"U"型特征;第三,处于不同发展阶段的地区,县域地方政府土地引资竞争行为存在差异,东部地区土地市场化程度最高,而西部地区的土地引资竞争现象最为显著。因此,当前的土地市场化改革应当与地区经济发展的差异性相契合。在重视土地引资竞争的阶段性与合理性的同时,通过土地出让最低价标准的更新及出让程序的完善,规范地方政府土地引资行为,遏制恶性竞争的发生。
[Abstract]:The competition of land investment attraction is most prominent at the county level, and the strategy of land investment attraction of local government in different economic development stage is different, and it can be seen through the forming process of industrial land price. Based on the spatial econometric model and the cross-section data of industrial land price at the county level in 2013, this paper makes a quantitative study on the relationship between the industrial land price at the county level and the competition and economic development of the industrial land price at the county level in China. The results show that: first, the county government has a significant positive spatial competition relationship in the industrial land price within its jurisdiction; second, because of the competition of regional investment, With the change of economic development level, the price of industrial land transfer presents a "U" pattern. Thirdly, in different development stages, there are differences in the competition behavior of land attraction by county local governments, and the land marketization degree is the highest in the eastern region. And the western area land attraction competition phenomenon is most remarkable. Therefore, the current land market reform should be in line with the differences in regional economic development. While attaching importance to the stages and reasonableness of the competition for land investment, through the renewal of the lowest price standard of land transfer and the perfection of the transfer procedure, the local governments' behavior of attracting land investment should be standardized, and the occurrence of vicious competition should be restrained.
