基于农民专业合作社规范化发展的农民合作伦理研究

【摘要】：农民专业合作社发展的滞后,与农民合作伦理的缺失具有直接关系。当前我国农民拥有血缘和地缘意义上的互利合作的意愿与精神,然而这种传统互助伦理模式缺乏现代的、作为经济伦理基础上的平等合作的观念。现代意义上的合作伦理,是维系和发展农民主体间良好互动的价值要求,其中蕴含着互利共赢、遵法守则、意愿平等和公平诚信等伦理要素,对于打破传统互助伦理的弊端、促进合作社现代合作模式的形成和规范化发展具有重要意义。论文首先通过对合作伦理和农民合作伦理等概念的分析,明晰了合作伦理的深层次内涵。在此基础上,探究了当前农民专业合作社失范的主要表现及其伦理归因:前者包括农民专业合作社失范的的非“农”化倾向、非“专”化倾向和非“合”化倾向,后者则主要指合作主体利益观的短视化、契约意识的浅薄、合作意识和互助观念不强以及集体主义观念弱化。针对这些伦理因素,论文深入探讨了培育农民合作伦理对农民专业合作社规范化发展的重要意义:一是有利于打破传统互助合作观,强化内部基于信任与互惠的现代合作氛围;二是有利于保障农民主体地位、调动农民参与合作社的积极主动性;三是有利于增强农民对合作社原则的认同感,进而促进合作社的规范化发展。最后,论文针对当前农民合作伦理方面存在的对传统血缘互助伦理的依赖、对私利的偏重、对公平与诚信的漠视、集体观念的缺失等问题,提出了改变传统血缘互助合作方式、加强农民合作教育、完善内部信任合作机制、培养农民集体主义精神等方面的具体对策。
[Abstract]:The lag in the development of farmers' professional cooperatives is directly related to the lack of farmers' cooperative ethics. At present, farmers in our country have the will and spirit of mutually beneficial cooperation in the sense of blood and geography. However, this traditional mutual aid ethics model lacks the modern concept of equality and cooperation on the basis of economic ethics. The cooperation ethics in the modern sense is the value requirement to maintain and develop the good interaction among the farmers, which contains the ethical elements such as mutual benefit, law compliance, will equality, fairness and good faith, which will break the drawbacks of the traditional mutual aid ethics. It is of great significance to promote the formation and standardization of cooperative cooperation mode. Firstly, by analyzing the concepts of cooperative ethics and peasant cooperative ethics, the paper clarifies the deep connotation of cooperative ethics. On the basis of this, this paper probes into the main manifestations and ethical reasons of the current peasant professional cooperatives' anomie: the former includes the non-agricultural tendency, the non-specialized tendency and the non-" combined "tendency of the peasant professional cooperatives' anomie, the former includes the non-agricultural tendency, the non-specialized tendency and the non-co-operative tendency. The latter mainly refers to the shortsightedness of the main body of cooperation, the shallow sense of contract, the weak sense of cooperation and mutual assistance, and the weakening of collectivism. In view of these ethical factors, the paper deeply discusses the significance of cultivating farmers' cooperative ethics to the standardization development of farmers' professional cooperatives: first, it is beneficial to break the traditional mutual help cooperation view and strengthen the internal modern cooperation atmosphere based on trust and reciprocity; The second is conducive to the protection of the main status of farmers, the mobilization of farmers to participate in the active initiative of cooperatives, the third is conducive to strengthen farmers' identity with the principles of cooperatives, and then promote the standardized development of cooperatives. Finally, aiming at the problems existing in the current peasant cooperative ethics, such as the dependence on the traditional consanguinity mutual aid ethics, the emphasis on self-interest, the disregard for fairness and honesty, and the lack of collective concept, the paper puts forward to change the traditional mutual aid and cooperation mode of consanguinity. Strengthen farmer cooperation education, perfect internal trust and cooperation mechanism, cultivate farmer collectivism spirit and other specific countermeasures.
