【摘要】：新世纪初，中国农业农村发展遇到了很多难题，其中最突出的是农民增收困难。为此，中共中央、国务院相继出台一系列强农惠农富农政策，着力促进农民增收，为尽快破解农民增收困难问题作出不懈努力。论文以十六大以来中国共产党促进农民增收政策为题，对十六大以来中国共产党促进农民增收政策进行全面研究。这一研究不仅有助于科学认识党促进农民增收的政策，而且有助于引发人们对农民利益保障问题的深入思考，也有助于推动建立促进农民增收的长效机制。同时，这一研究是中共党史研究的重要内容，对于深入研究中国共产党“三农”思想政策具有重要的理论价值。论文综合运用历史学、政治学、经济学、社会学等学科的基本理论，运用比较分析法、跨学科研究法、经验总结法等多种研究方法，按照历史与逻辑相统一的原则，对十六大以来中国共产党关于促进农民增收政策出台的背景、政策内容进行梳理，总结政策取得的成效，提出进一步完善政策的对策。论文分四章对十六大以来中国共产党促进农民增收政策展开研究。第一章：绪论。这一章主要是阐述论文的选题意义，分析总结目前学术界对这一问题的研究状况，说明论文的研究方法与创新之处。第二章：促进农民增收政策出台的背景。这一章主要是说明十六大前中国农民收入的总体情况，指出农民收入存在的增收困难问题，并对农民增收困难的原因进行剖析。第三章：促进农民增收政策的基本内容。这一章主要是对十六大以来中国共产党促进农民增收的政策进行系统梳理，将这一时期促进农民增收政策的内容概括为五个方面，即改善务工环境，增加工资性收入；调整产业结构，增加经营性收入；深化农村改革，增加财产性收入；加大财政支持力度，增加转移性收入；加快农村扶贫开发，提高贫困农民增收能力。第四章：促进农民增收政策取得的成效及改进对策。这一章主要是全面总结十六大以来促进农民增收政策在贯彻、落实过程中所取得的成效，并就进一步完善促进农民增收政策提出对策。十六大以来中国共产党促进农民增收政策取得了明显成效，主要表现为农民收入增速明显加快，农民生活水平明显提高，农村贫困人口大幅减少，城乡收入差距逐步缩小。面对中国经济进入新常态的时代要求，需要从四个方面进一步完善党促进农民增收的政策，即挖掘农业内部增收潜力，拓宽农村外部增收渠道，，全面提升农民素质，大力推进农村扶贫开发。
[Abstract]:At the beginning of the new century, China's agricultural rural development has encountered many difficulties, the most prominent of which is the difficulty of increasing farmers' income. For this reason, the CPC Central Committee and the State Council have successively issued a series of policies to strengthen farmers' benefits to the rich peasants, and to make unremitting efforts to promote the increase of farmers' income and to solve the problem of increasing peasants' income as soon as possible. Based on the policy of the Communist Party of China (CPC) promoting farmers' income since the 16th National Congress of the Communist Party of China (CPC), this paper makes a comprehensive study on the policy of the CPC promoting the increase of peasants' income. This study is not only helpful to the scientific understanding of the Party's policy of increasing peasants' income, but also helps people to think deeply about the protection of peasants' interests, and also helps to set up a long-term mechanism to promote the increase of peasants' income. At the same time, this research is an important content in the study of the history of the CPC, and has important theoretical value for the in-depth study of the ideological policies of the Communist Party of China (CPC) on agriculture, rural areas and farmers. The thesis synthetically applies the basic theories of history, political science, economics, sociology, and so on, applies the comparative analysis method, the interdisciplinary research method, the experience summary method and so on, according to the principle of the unification of history and logic. Chapter three: the basic content of the policy of promoting farmers' income increase. The contents of the policy of promoting farmers' income increase in this period are summarized into five aspects, that is, to improve the working environment and increase the wage income; We should adjust the industrial structure and increase the operating income; deepen the rural reform and increase the property income; increase the financial support and increase the transfer income; speed up the rural poverty alleviation and development; and improve the ability of poor farmers to increase their income. Chapter four: the effect of the policy of increasing farmers' income and the countermeasures to improve it. This chapter is a comprehensive summary of the policy to promote farmers' income since the 16th National Congress in the implementation of the implementation of the process of implementation of the results, and to further improve the policy of farmers to increase income put forward countermeasures.
