赤峰市农村劳动力非农就业问题研究

【摘要】:通过对内蒙古赤峰市目前的农村劳动力非农就业问题进行研究,主要出于两个目的,一个是赤峰市各级政府对农村劳动力就业投入了极大的重视,另一个则是根据对此问题的研究可以为政府进言献策,缓解社会矛盾。另外,对赤峰市农村劳动力非农就业问题进行研究,也是对该方面学术理论研究的一个有效补充。本研究通过整合现有的研究资料和数据,并结合实际调研获得的数据,采用定性研究法和定量研究方法,对赤峰市的农村劳动力非农就业进行了综合分析,总结出了其就业总数以及整体呈现的几个特征,同时还对该部分就业人员的就业方式、就业流向以及收入等情况进行了实证分析。经过实际的考察,青壮年人员是外出就业群体的重要组成部分,不过由于赤峰市的就业区域半径不大,导致绝大多数的就业人员都在自治区范围内寻找就业机会;另外,由于赤峰市农村劳动力的素质水平还处于较为低级的状态,这就使得这部分人员的就业质量较低,绝大多数农村劳动力只能在密集型行业当中从事体力劳动,而且这些工作一般都不需要多少技术含量,根据相关统计可以得出,依托市场的资源配置作用,赤峰市的农村劳动力就业有稳步增强的趋势,政府、培训机构发挥的作用则明显不足,换个角度可总结为:赤峰市农村劳动力非农就业的组织化程度偏低。赤峰市农村劳动力非农就业的现状是多种因素相互作用的结果。本文针对其产生影响微观因素进行分析,通过建立Logistic模型,对劳动力个体、家庭以及其所处的社会关系等特征进行研究,发现除了我国相关政策制度对其造成较大的影响外,还有就业人员的就业观念的淡薄、劳动力素质低、组织化程度低、城镇化建设落后、就业服务体系不完善等因素。根据前文的一些研究成果,笔者从多个方面提出了改进赤峰市农村劳动力非农就业现状的措施,如:优化制度建设;有效拓宽现阶段赤峰市城镇的非农就业渠道;以产业结构调整为契机,促进农业产业化的发展和升级;通过创业来带动非农就业;提高农村劳动力的整体文化、技能以及素质水平;建立和健全赤峰市农村劳动力非农就业服务体系等。
[Abstract]:Through the research on the non-agricultural employment of rural labor force in Chifeng City, Inner Mongolia, the main purpose is that the government at all levels in Chifeng City has paid great attention to the employment of rural labor force. The other is that according to the study of this issue can provide advice for the government, ease social contradictions. In addition, it is an effective supplement to the theoretical research on the non-agricultural employment of rural labor force in Chifeng. By integrating the existing research materials and data, and combining the data obtained from the actual investigation, the paper makes a comprehensive analysis of the non-agricultural employment of rural labor force in Chifeng by using qualitative and quantitative research methods. This paper summarizes the characteristics of the total number of employment and its overall appearance, and also makes an empirical analysis of the employment mode, employment direction and income of this part of the employed persons. After a practical investigation, young and middle-aged people are an important part of the out-of-home employment group. However, due to the small radius of the employment area in Chifeng City, most of the employed people are looking for employment opportunities in the autonomous region; in addition, As the quality level of the rural labor force in Chifeng is still in a relatively low level, this makes the employment quality of this part of the workforce relatively low. The vast majority of rural labor forces can only engage in manual labor in intensive industries. Moreover, these jobs generally do not require much technical content. According to the relevant statistics, it can be concluded that relying on the role of the market in the allocation of resources, the employment of rural labor in Chifeng City has a steady increase trend. The government, The role of training institutions is obviously inadequate. From another perspective, the degree of non-agricultural employment of rural labor force in Chifeng is low. The present situation of non-agricultural employment of rural labor force in Chifeng City is the result of the interaction of many factors. Based on the analysis of microcosmic factors, this paper studies the characteristics of individual, family and social relations of labor force by establishing Logistic model, and finds out that, in addition to the relative policies and systems of our country, it has a great impact on it. There are also some factors, such as weak employment concept, low quality of labor force, low degree of organization, backward construction of urbanization, imperfect employment service system and so on. Based on the previous research results, the author puts forward some measures to improve the current situation of non-agricultural employment of rural labor force in Chifeng, such as optimizing the system construction, effectively widening the channels of non-agricultural employment in Chifeng. Taking the industrial structure adjustment as an opportunity to promote the development and upgrading of agricultural industrialization, to promote non-agricultural employment through entrepreneurship, to improve the overall culture, skills and quality of rural labor force; Establish and perfect the service system of non-agricultural employment of rural labor force in Chifeng.
