胶东半岛农村剩余劳动力转移与中心城市响应

【摘要】：农业、农村、农民问题是我国社会经济发展中的重要问题,农村剩余劳动力是否及时转移与合理就业,与社会稳定、经济平稳健康发展息息相关。自从改革开放以来,我国的城镇化水平迅速发展,一批大城市迅速崛起,吸纳了很大一部分农村剩余劳动力。然而,随着社会的不断进步,农村剩余劳动力的数量也在逐渐增多,大城市的发展不是无限的,如何促进农村剩余劳动力合理转移与就业,城镇化的平稳发展,是促进广大农村地区经济发展,维护农村稳定,建设社会主义和谐社会的关键所在。胶东半岛主要包括威海市、烟台市、青岛市,是中国三大半岛之一。近些年来,胶东半岛经济迅猛发展,社会全面进步,产业机构日趋合理,城市化进程不断加快,成为推动全省经济快速发展的“龙头区域”。但是,在城镇化迅速发展的过程中,农村剩余劳动力也越来越多,而且要实现顺利转移就业很困难,这对胶东半岛地区经济发展产生很大的消极作用。如何促进胶东半岛农村剩余劳动力合理转移和流动,各级中心城市又该如何应对,成为胶东半岛地区急需解决的问题。本文以胶东半岛为研究对象,首先阐明了研究的背景、目的和意义以及国内外相关研究进展,并对国外农村劳动力转移的经典理论进行回顾分析,然后结合胶东半岛的实际情况,对胶东半岛的农村剩余劳动力转移状况进行分析,包括转移的历程、现状特点、面临的问题等,紧接着对胶东半岛未来几年的总人口和农村剩余劳动力数量进行预测,最后在对胶东半岛中心城市对农村剩余劳动力的吸纳能力进行分析的基础上,对胶东半岛未来城市的发展和农村剩余劳动力转移提出相关的对策建议。
[Abstract]:The problems of agriculture, rural areas and farmers are important problems in the social and economic development of our country. Whether the surplus rural labor force is transferred in time and reasonably employed is closely related to the social stability and the steady and healthy development of the economy. Since the reform and opening up, the level of urbanization in China has developed rapidly, a number of big cities have risen rapidly, absorbing a large part of rural surplus labor force. However, with the continuous progress of society, the number of rural surplus labor is also increasing gradually, the development of big cities is not unlimited, how to promote the rational transfer and employment of rural surplus labor, and the steady development of urbanization, It is the key to promote the economic development of rural areas, maintain rural stability and build a harmonious socialist society. Jiaodong Peninsula mainly including Weihai City, Yantai City, Qingdao City, is one of the three Chinese Peninsula. In recent years, the economy of Jiaodong Peninsula has developed rapidly, the society has made overall progress, the industrial organization has become more and more reasonable, and the process of urbanization has been speeding up, so it has become the "leading region" to promote the rapid economic development of the whole province. However, with the rapid development of urbanization, there are more and more rural surplus labor force, and it is very difficult to transfer employment smoothly, which has a great negative effect on the economic development of Jiaodong Peninsula. How to promote the rational transfer and flow of rural surplus labor force in Jiaodong Peninsula and how to deal with it in central cities at all levels have become a problem that needs to be solved urgently in Jiaodong Peninsula area. This paper takes Jiaodong Peninsula as the research object, first of all, expounds the background, purpose and significance of the research as well as the related research progress at home and abroad, and makes a retrospective analysis of the classical theory of rural labor force transfer abroad. Then according to the actual situation of Jiaodong Peninsula, the paper analyzes the transfer situation of rural surplus labor force in Jiaodong Peninsula, including the course of transfer, the characteristics of the present situation, the problems faced, and so on. Then it predicts the total population and the number of rural surplus labor in the next few years in Jiaodong Peninsula. Finally, on the basis of analyzing the absorptive capacity of rural surplus labor force in the central city of Jiaodong Peninsula, This paper puts forward some countermeasures and suggestions on the future urban development and the transfer of rural surplus labor force in Jiaodong Peninsula.
