【摘要】：本文首先从陕甘宁边区运输合作产生的历史背景来说明运输合作早期的发展概况和产生的原因,重点对边区落后的运输情况做了详细的说明。因为西北高干会后,食盐督运对运输合作起了重要的推动作用,由此陕甘宁边区运输合作从旧有的民间合作形式的发展基础上又产生四种新的运输合作模式。这四种模式在1943年以后得到了蓬勃的发展。为适应盐运发展的要求,推动运输合作事业的发展,陕甘宁边区政府从多个方面对运输合作进行了支持,促进运输合作社的发展和壮大。为了突出边区合作运输的发展壮大和取得了成绩,从发展好的县区和模范合作社两个部分呈现运输合作的发展概括,在运输合作社的发展进程中,虽然取得了不小的成绩,对边区社会经济发展起到了积极的作用,保障了陕甘宁边区的生活,打破了国民党反动派的经济封锁,为坚持抗战胜利作了巨大的贡献。同时也出现了不少问题,这些问题很多都是初期发展中所出现的,边区政府通过实地调研、密切联系群众,认真了解决出现的问题,保证了运输合作的健康发展。边区运输合作社在体制、管理等方面实现了发展创新,为推进了边区运输事业的发展,做出自己的重要历史贡献作用。
[Abstract]:In this paper, the historical background of the transport cooperation in the Shensi-Kansu-Ningxia Border region is first introduced to explain the development and reasons of the transportation cooperation in the early stage, and the backward transportation situation in the border area is explained in detail. After the meeting of Gao Gan in Northwest China, the transportation of salt governor played an important role in promoting the transportation cooperation, and four new modes of transportation cooperation emerged from the development of the old folk cooperation form in the Shensi-Kansu-Ningxia Border region. These four models flourished after 1943. In order to meet the requirements of salt transportation development and promote the development of transportation cooperation, the government of Shensi-Kansu-Ningsia Border region supported transport cooperation from many aspects, and promoted the development and expansion of transport cooperatives. In order to highlight the growth and achievements of cooperative transport in the border areas, the development of transport cooperation has been generalized from the two parts of well-developed counties, districts and model cooperatives. In the process of development of transport cooperatives, although there have been considerable achievements, It played a positive role in the social and economic development of the Border region, guaranteed the life of the Shensi-Kansu-Ningsia Border region, broke the economic blockade of the Kuomintang reactionaries, and made great contributions to the victory of the War of Resistance against Japan. At the same time, there are also many problems, many of which appeared in the initial development, the border region government through field research, close contact with the masses, serious solutions to the problems, to ensure the healthy development of transport cooperation. The border transportation cooperative has realized the development innovation in the system, management and so on, and has made its own important historical contribution to promote the development of the border area transportation.
