河源市农村劳动力转移就业培训问题与对策研究

【摘要】：随着我国工业化和城市化水平大幅度提高,农村产业结构不断调整,各地逐步释放了劳动力,导致劳动力向城镇转移的态势。实现劳动力的科学有序流动转移,不仅有利于增加农民收入、促进农村发展、缓解“三农”问题、全面实现小康社会,同时还能解决农村劳动力带来的系列社会问题,为我国工业化和城市化进程的加快发展营造稳定的社会环境。一直以来,促进农民城乡有序流动、促进农民增收是摆在各级党委政府的头等大事。事实证明,加大农村劳动力转移就业培训力度,是促进农村劳动力有序流动、实现农民增收的有效措施之一。因此,了解农村劳动力转移就业的现状,分析转移就业过程中出现的问题,并根据具体情况研究解决方案,实现农村劳动力健康有序转移就业,是促进社会和谐、经济持续、社会发展的必要前提。河源市位于广东省东北部、东江中下游,属于广东典型的山区市,是“南接珠三角、北联大内陆”粤东北交通枢纽,近年来,河源市利用其区位优势,大力发展绿色经济,重点发展“四新”产业,取得了显著效果,2014年,全市生产总值758.95亿元,比上年增长10.9%,增速在广东省排第一。在转移农村劳动力方面,河源市实行异地转移和就地转移相结合的方式,实现农业和工业的发展并举,形成了河源独特的经济发展和农村劳动力转移的道路,具有一定的借鉴意义。本文以河源市农村劳动力转移就业培训发展的现状分析为出发点,通过对问卷调查和实地调研的数据的分析和总结,深入分析河源市农村劳动力转移就业培训中的成效。文章最后从培训需求调查、培训认证体系的建立、培训教师人才引进和培训费用投资贷款机制建立等方面为改善河源市转移培训提出了针对性的建议。
[Abstract]:With the development of industrialization and urbanization in China, the rural industrial structure has been adjusted constantly, and the labor force has been gradually released, which leads to the transfer of labor force to cities and towns. To realize the scientific and orderly transfer of labor force is not only conducive to increasing farmers' income, promoting rural development, alleviating the problems of "agriculture, countryside and farmers" and realizing a well-off society in an all-round way, but also solving a series of social problems brought about by rural labor force. Promoting the orderly flow of rural and urban areas and increasing farmers' income has always been the top priority of party committees and governments at all levels. Therefore, to understand the current situation of rural labor migration and employment, to analyze the problems in the process of transferring employment, and to study solutions according to the specific situation, to realize the healthy and orderly transfer of rural labor force employment is to promote social harmony and economic sustainability. A prerequisite for social development. Heyuan City is located in the northeast of Guangdong Province, in the middle and lower reaches of the Dongjiang River. It is a typical mountain city in Guangdong Province. It is the transportation hub of Northeast Guangdong Province "connecting with the Pearl River Delta to the south and inland to the North General Assembly." in recent years, Heyuan City has vigorously developed a green economy by taking advantage of its location advantages. Significant results have been achieved in the development of the "four new" industries. In 2014, the city's GDP was 75.895 billion yuan, an increase of 10.9% over the previous year, ranking first in Guangdong Province. In the aspect of transferring rural labor force, Heyuan city has implemented the combination of different land transfer and local transfer to realize the development of agriculture and industry, which has formed the unique road of economic development and rural labor force transfer in Heyuan. Has certain reference significance. Based on the analysis of the present situation of rural labor force transfer and employment training in Heyuan City, this paper analyzes the effect of rural labor force transfer and employment training in Heyuan City through the analysis and summary of questionnaire survey and field investigation data. Finally, the paper puts forward some suggestions for improving the transfer training in Heyuan City from the aspects of training demand investigation, the establishment of training certification system, the introduction of training teachers and the establishment of investment loan mechanism for training expenses.
