延边州农业社会化服务需求研究

【摘要】：农业社会化服务体系是指满足农业生产与发展,政府、市场和社会三方为农民从事农业生产与经营提供各种服务所构成的服务网络与组织系统。以家庭联产承包责任制为基础的农业生产形式,在一定时期内促进了农业的发展,但随着市场经济的发展和农村的改革,家庭联产承包责任制不能完全促进农业的发展,现在,“统”的功能在不断地消化,“分”的功能在不断加强,个体的单独存在并不能适应市场经济,抵抗风险能力小,加剧了小农户与大市场的冲突。由于我国农村人口众多,家庭联产承包责任制是农业发展的重要保证,这样,要想发展现代农业,让农业生产适应市场经济,就要建立健全农业社会化体系。目前,我国虽然初步建立了农业社会化服务体系,但是仍存在服务成本过高,服务水平低等问题,本文通过对延边州农户的调查,通过对延边州目前农业社会化结构的描述,并通过农机,农业信息,农业贷款,农业保险来探讨农业社会化服务现状来试图分析延边州农业社会化服务体系的现状和问题,目前,延边州农业社会化服务体系不完善,调查中发现,农户对政府服务机构这类公益性服务了解少,服务机构的服务功能发挥不充分,合作社的作用发挥不充分,延边州农户对社会化服务现状；延边州农业社会化服务需求研究,通过对调查问卷的描述,了解当前延边州农户对农业社会化服务需求,并通过交叉分析来分析农户的需求情况以及发达国家和地区农业社会化服务发展经验及启示,介绍了德国,日本,韩国的关于农业社会化的先进经验,结合经验,并为下文服务；最后对提升延边州农业社会化服务的建议,结合分析结果及其国外先进经验,提出有利于延边州农业社会化服务发展的建议。
[Abstract]:The agricultural socialized service system refers to the service network and organization system which satisfies the agricultural production and development. The government, market and society provide all kinds of services for farmers to engage in agricultural production and management. The form of agricultural production based on the household contract responsibility system has promoted the development of agriculture within a certain period of time. However, with the development of the market economy and the reform of the rural areas, the household contract responsibility system of linked output cannot fully promote the development of agriculture. The function of "unification" is constantly digested, the function of "division" is being strengthened constantly, the individual's individual existence can not adapt to the market economy, the ability of resisting risk is small, and the conflict between small farmers and large market is aggravated. Because of the large rural population, the household contract responsibility system is an important guarantee for the development of agriculture. In order to develop modern agriculture and adapt agricultural production to the market economy, it is necessary to establish and improve the agricultural socialization system. At present, although our country has initially established the agricultural socialization service system, there are still some problems, such as high service cost and low service level, etc. Through the investigation of the farmers in Yanbian prefecture and the description of the present agricultural socialization structure in Yanbian prefecture, And through agricultural machinery, agricultural information, agricultural loans, agricultural insurance to explore the current situation of agricultural socialized service system to try to analyze the status quo and problems of agricultural socialized service system in Yanbian prefecture. At present, the agricultural socialized service system of Yanbian prefecture is not perfect. It is found that farmers know little about public welfare services such as government service organizations, the service functions of service institutions are not played adequately, the role of cooperatives is not played adequately, and the present situation of farmers' socialized service in Yanbian Prefecture; The research on the demand of agricultural socialized service in Yanbian prefecture, through the description of questionnaire, understand the demand of agricultural socialized service for farmers in Yanbian prefecture at present. And through cross-analysis to analyze the demand of farmers and the development experience and enlightenment of agricultural socialization service in developed countries and regions, this paper introduces the advanced experience of agricultural socialization in Germany, Japan and South Korea, combining with experience. Finally, some suggestions are put forward to promote the development of agricultural socialization service in Yanbian prefecture, combined with the analysis results and the advanced experience of foreign countries.
