宁夏现代农业服务业外向型发展框架与体系

【摘要】：农业外向型发展是当前我国农业参与国际分工,利用国际市场实现农业生产要素相互流通及农产品贸易的必然选择。宁夏要实现农业的外向型发展,不仅面临国际市场贸易环境恶化以及美国、欧盟、日本等发达经济体"贸易保护主义"的种种限制,还面临政策支持不均衡、融资难、规模有限、市场体系不健全、人才匮乏等内部问题,因此应从政府公共服务、市场体系建设、微观主体培育三个层面,采取措施加快宁夏现代农业服务业外向型发展框架与服务体系建设。
[Abstract]:The export-oriented development of agriculture is the inevitable choice for our agriculture to participate in the international division of labor and to realize the circulation of agricultural production factors and the trade of agricultural products by using international market. In order to realize the export-oriented development of agriculture, Ningxia faces not only the deterioration of the trading environment in the international market and the various restrictions of "trade protectionism" in the developed economies such as the United States, the European Union, and Japan, but also the imbalance in policy support and the difficulty in financing. Internal problems, such as limited scale, imperfect market system and lack of talents, should be carried out from three aspects: government public service, market system construction, microcosmic subject cultivation, etc. Measures should be taken to speed up the construction of the extroverted development framework and service system of Ningxia's modern agricultural service industry.
