【摘要】：当前,政府重点帮扶的农民合作组织——农民专业合作社,在现代农业发展、政府和农民关系沟通、市场风险抵御以及农民自身权益维护过程中的功能无可替代。发展农民专业合作社是构建新型农业经营体系的主要内容。进一步分析农民专业合作社在发展过程中所存在的各种问题,得出具体的应对策略,具有重大的现实意义及深远的发展意义。本文以紫金县农民专业合作社的发展概况为例,在对比中外农民合作社发展历史与现状的基础上,分析了紫金县农民专业合作社在现阶段所存在的问题,给出了紫金县新型农业经营发展体系建设方面的可行的应对措施。全文包括以下几个部分。第一部分:绪论。阐述了课题分析背景与意义,对国内外农民专业合作方面的文献资料进行综述。介绍了本文探索办法以及相应的技术路线;第二部分:农民专业合作社的内涵与理论基础。深入阐述了农民专业合作社的概念、产生背景、特征及其相应的理论基础;第三部分:紫金县农民专业合作社的现状。介绍了紫金县及当地农民专业合作社的基本情况及该县农民专业合作社的发展历程;第四部分:紫金县农民专业合作社的典型案例。对比分析了紫金县凤安镇金凤优质水稻农民专业合作社、紫金县柏埔镇新科种养专业合作社这两家合作社发展的典型,验证、分析了农民专业合作社发展机制及其中的优势与不足;第五部分:紫金县农民专业合作社发展存在的问题。从农民合作意识、农村专业人才、资金引进、政府政府扶持、发展模式等方面入手,全面剖析了紫金县农民专业合作社发展过程中所面临的问题;第六部分:国内外农民专业合作社发展主要经验和启示。对比分析了德国、美国、印度以及我国部分地方的农民专业合作社运行的规律与经验,找出先进国家发展经验对国内农业合作发展的经验启迪;第七部分:紫金县农民专业合作社发展的对策。从农民专业合作的意识培育、合作模式的分析探索、农业人才的培养以及资金筹措等方面入手,指出了我国国内农民专业合作社发展的基本途径。
[Abstract]:At present, the farmers' professional cooperative, which is the key cooperative organization of the government, is irreplaceable in the development of modern agriculture, the communication between the government and farmers, the resistance to market risks and the maintenance of farmers' own rights and interests. The development of farmers' specialized cooperatives is the main content of constructing a new agricultural management system. It is of great practical significance and far-reaching significance to further analyze the various problems existing in the development process of farmers' specialized cooperatives and to come up with concrete countermeasures. Taking the general situation of farmers' professional cooperatives in Zijin County as an example, this paper analyzes the existing problems of farmers' specialized cooperatives in Zijin County on the basis of comparing the development history and present situation of farmers' cooperatives between China and foreign countries. The feasible countermeasures for the construction of new agricultural management and development system in Zijin County are given. The full text includes the following parts. Part one: introduction. This paper expounds the background and significance of the analysis of the subject, and summarizes the literature on the professional cooperation of farmers at home and abroad. The second part: the connotation and theoretical basis of farmers' professional cooperative. The concept, background, characteristics and corresponding theoretical basis of farmers' specialized cooperatives are expounded in depth. The third part: the present situation of farmers' specialized cooperatives in Zijin County. This paper introduces the basic situation of Zijin County and local farmers' specialized cooperative and the development course of this county's farmer's specialized cooperative. Part four: the typical case of Zijin County's farmer's specialized cooperative. This paper compares and analyzes the typical development of the two cooperatives, the specialized cooperative of high quality rice farmers in Fengan Town, Zijin County, and the specialized Cooperative of New Family breeding and raising in Baipu Town, Zijin County. This paper analyzes the development mechanism of farmers' specialized cooperatives and their advantages and disadvantages. Part five: the problems existing in the development of farmers' specialized cooperatives in Zijin County. From the aspects of farmers' cooperative consciousness, rural professional talents, capital introduction, government support and development model, this paper comprehensively analyzes the problems faced in the development process of farmers' professional cooperatives in Zijin County. The sixth part: the main experience and enlightenment of the development of farmers' professional cooperatives at home and abroad. This paper compares and analyzes the rules and experiences of farmers' specialized cooperatives in Germany, America, India and some parts of China, and finds out the enlightenment of the development experience of advanced countries to the development of domestic agricultural cooperation. The seventh part: Zijin County farmer specialized cooperative development countermeasure. Starting with the cultivation of farmers' professional cooperation consciousness, the analysis and exploration of cooperation mode, the cultivation of agricultural talents and the raising of funds, this paper points out the basic ways of the development of farmers' specialized cooperatives in China.
