“一带一路”战略下边疆地区城乡发展一体化研究——以新疆喀什地区为例

【摘要】：“一带一路”建设为边疆地区发展提供了新的机遇。边疆地区的城乡发展一体化承载着促进地区经济社会发展和维护边疆安全的双重使命。文章以新疆喀什地区为例,对边疆地区城乡发展一体化现状进行评价发现,喀什地区城乡发展一体化水平总体上处于初级阶段,而各县市城乡发展一体化水平大多处于中等阶段,并表现出明显的差异性。因此,在“一带一路”战略背景下,要有效推动边疆地区的城乡发展一体化,一方面要顺应国家发展战略,加快新型城镇化建设的战略机遇期;另一方面,应当因地制宜,结合边疆地区具体现状和问题,因地制宜制定差异化政策。
[Abstract]:The construction of "Belt and Road" provides new opportunities for the development of frontier areas. The integration of urban and rural development in frontier areas carries the dual mission of promoting regional economic and social development and maintaining border security. Taking Kashi region of Xinjiang as an example, this paper evaluates the present situation of urban-rural development integration in frontier areas and finds that the level of urban-rural development integration in Kashi region is generally in the primary stage. The integration level of urban and rural development of counties and cities is mostly in the middle stage, and shows obvious difference. Therefore, in the context of "Belt and Road" strategy, in order to effectively promote the integration of urban and rural development in frontier areas, on the one hand, we should conform to the national development strategy and speed up the strategic opportunity period of new urbanization construction; on the other hand, we should take measures according to local conditions. Combined with the specific situation and problems in the border areas, according to local conditions to formulate differentiation policy.
