河南省农业供给侧结构调整的重点与改革对策

【摘要】：加快供给侧结构性改革是我国经济发展结构优化和发展方式转变的根本出路。在对河南省农业不适应居民消费、市场竞争和生态环境建设需求三大问题分析的基础上,提出了河南省农业应以农产品品种结构、品质结构、成本效益结构、农业生产功能结构、农村资源利用结构和方式调整为重点推进供给侧结构调整,为此必须突破发展理论观念,完善管理体系,加快现代农业体系建设,调整政策推动农业融合发展,调整优化科技创新结构,创新金融保险降低农业发展风险。
[Abstract]:Speeding up the structural reform on the supply side is the fundamental way out for the optimization of the economic development structure and the transformation of the mode of development in China. Based on the analysis of the three major problems of agricultural inadaptability to resident consumption, market competition and ecological environment construction in Henan Province, this paper puts forward that the agricultural products in Henan should be based on the agricultural product variety structure, quality structure and cost benefit structure. The functional structure of agricultural production and the adjustment of the structure and mode of rural resource utilization should be emphasized to promote the adjustment of supply-side structure. Therefore, it is necessary to break through the concept of development theory, perfect the management system, and speed up the construction of modern agricultural system. The adjustment policy promotes the development of agricultural integration, adjusts and optimizes the structure of scientific and technological innovation, and innovates financial insurance to reduce the risk of agricultural development.
