台安县现代农业示范区农业现代化发展水平分析

【摘要】：1978年,小平同志强调道要想完成我国人民的伟大历史使命,就要建设社会主义现代化强国,在2010年召开的会议强调应继续努力促进农业现代化、工业化、城镇化、三化共同发展,并不断完善现代农业建设、完善发展体制机制、加强基础设施建设、让农民收入来源多元化、以此提高农民生活质量和国家整体现代化发展水平。本文在充分考虑辽宁省台安县示范区水土资源、气候类型、发展指导思想和当地政策扶持的实际情况下,参考他人所建立有关农业现代化的评价指标体系和本文指标选取原则,本文最终确定选取十七个指标,并将这十七个指标分成七大类即一级指标,并运用变异系数法确定指标体系中各指标的权重值,而本文所选指标的目标值部分根据2015年国家实现农业现代化的目标确定,部分指标的目标值根据他人研究结论得到及具体计算确定。通过搜集辽宁省台安县2006年至2015年共十年的数据,运用综合指数评价法,掌握台安县示范区各年度农业现代化进程水平,在2015年台安县示范区综合得分为0.75393,按照农业现代化进程评价标准,此时己经达到农业现代化基本实现阶段,并正在向完全实现阶段迈进。根据测评结果分析台安县示范区不同时期所达到的不同农业现代化实现程度,并找出发展较快和放缓的原因;搜集国家这17项指标数据,并通过横向比较找出台安县示范区与国家发展平均水平的差距及其发展的制约因素。最后,根据前文对台安县示范区农业现代化进程的纵向和横向分析,针对制约因素和台安县示范区发展的实际情况提出对策建议。综合来看,2006年—2015年辽宁省台安县示范区现代化程度综合得分年均增长率为4.3%,国家年均增长率为2.5%;根据农业现代化发展阶段的划分可以看出辽宁省台安县示范区在2012年现代化程度综合得分为0.51824超过0,50,说明示范区在2012年已经进入现代化程度的初步实现阶段,而国家在2009年就已经进入到初步实现阶段;辽宁省台安县示范区现代化程度综合得分于2015年超过0.70且达到0.75393,说明此时示范区已经进入基本实现阶段,并正在向完全实现阶段迈进,最后根据分析总结相对应的给出以下六点对策及建议:①促进农业机械化水平不断提高②加大政策支持力度③提高科技创新能力④培育新型农业经营主体⑤加大农业科技成果转化和技术推广,提高农业生产效率⑥保护生态环境,努力让农业现代化的发展走可持续发展的道路。
[Abstract]:In 1978, Comrade Deng Xiaoping stressed that in order to fulfill the great historical mission of the Chinese people, it was necessary to build a powerful socialist modernization country, and the conference held in 2010 stressed that efforts should continue to be made to promote agricultural modernization, industrialization, and urbanization. In order to improve the quality of life of farmers and the development level of the country as a whole, the three modernizations should develop together, perfect the construction of modern agriculture, perfect the mechanism of development, strengthen the construction of infrastructure, and make the income of farmers diversified. Considering the actual situation of soil and water resources, climate types, development guidelines and local policy support in demonstration area of Taian County, Liaoning Province, this paper refers to the evaluation index system of agricultural modernization established by others and the selection principle of this index. In this paper, seventeen indexes are selected, and the seventeen indexes are divided into seven categories, I. e., the first-order index, and the weight of each index in the index system is determined by the coefficient of variation method. The target value of the index selected in this paper is determined partly according to the goal of national agricultural modernization in 2015, and the target value of some indicators is determined according to the conclusion of others' research and concrete calculation. Through collecting the data of ten years from 2006 to 2015 in Taian County, Liaoning Province, and using the method of comprehensive index evaluation, we can master the level of agricultural modernization in each year in the demonstration area of Taian County, Liaoning Province. In 2015, the comprehensive score of the demonstration area in Taian County was 0.75393.According to the evaluation criteria of agricultural modernization process, the basic realization stage of agricultural modernization has been reached at this time, and the stage of complete realization is being stride forward. According to the evaluation results, the paper analyzes the different degrees of agricultural modernization achieved in different periods in the demonstration area of Taian County, and finds out the reasons for the faster and slower development, and collects the national data of these 17 indicators. Through horizontal comparison, the difference between the average level of development between the demonstration area of Taian County and the country and the restrictive factors of its development are found out. Finally, according to the longitudinal and horizontal analysis of the process of agricultural modernization in Taian County demonstration area, the countermeasures and suggestions are put forward in the light of the restrictive factors and the actual situation of the development of the demonstration area in Taian County. From 2006 to 2015, the comprehensive score of the modernization degree of Taian County demonstration District in Liaoning Province is 4.3%, and the national average growth rate is 2.5%. According to the division of the stage of agricultural modernization, we can see the demonstration area of Taian County, Liaoning Province. The comprehensive score of modernization in 2012 was over 0.51824, indicating that the demonstration area had entered the initial stage of modernization in 2012. However, the state has already entered the initial stage of realization in 2009; the comprehensive score of the modernization degree of the demonstration area in Taian County, Liaoning Province, exceeded 0.70 in 2015 and reached 0.75393, indicating that the demonstration area has entered the basic stage of realization at this time. And is moving towards full realization, Finally, according to the analysis and summary, the following six countermeasures and suggestions are given: 1, to promote the level of agricultural mechanization, to increase the policy support, to improve the ability of scientific and technological innovation, and to cultivate the new type of agricultural management subject. Transformation and extension of agricultural scientific and technological achievements, Improve the efficiency of agricultural production 6 protect the ecological environment, and strive to make the development of agricultural modernization take the path of sustainable development.
