【摘要】：民以食为天,食以粮为先。粮食生产不仅关系一个国家的国计民生,更关系着一个国家经济的命脉和社会稳定。截止到2017年湖北省的一号文件已经连续14年关注“三农”问题了。近几年的中央一号文件将“三农”问题的重点逐渐转向了“农村金融” :2014年中央一号文件指出要加快农村金融制度创新;2015年中央一号文件指出要推进农村金融制度改革;2016年中央一号文件指出要推进金融资源更多向农村倾斜;2017年中央一号文件指出要推进农村金融创新。中央一号文件连续13年都涉及农村金融主题,这充分说明农村金融对农村经济的发展的重要推动作用,特别是对农村生产建设的巨大支持作用。粮食生产作为农村经济的基础,是对农村经济乃至整个国民经济的发展有着巨大的支持作用。粮食生产的水平提升和产能提升离不开我国农村金融体系的支持,特别是我国农村金融资源的更多倾斜。湖北省是我国华中地区重要的粮食生产大省,粮食生产被省委省政府高度重视,但是必须清醒地看到,农业仍然是国民经济的薄弱环节,随着工业化和城镇化的推进,但仍然面临继续稳定增产难度加大的新问题。因此研究农村金融支持对粮食主产区农户粮食生产的支持力度与问题特别是针对于湖北省湖北省中部的粮食生产基地的区域性研究具有十分重要的理论意义与现实意义。(1)绪论部分。本部分主要阐述本研究的研究背景、研究目的及意义、国内外研究现状、研究内容与难点、研究方法与技术路线、主要创新点和不足等内容。(2)相关理论基础与概念。本部分首先对“农村金融支持理论”,“粮食生产相关金融支持理论”等相关理论进行重点阐述;其次对“农村金融”“粮食生产”等概念进行简要阐述和界定为进一步分析研究提供充足的理论依据。(3)湖北省农村金融支持粮食生产现状的分析。本部分采用问卷调查法和文献研究法对比分析了湖北省金融支持粮食生产的现状,并通过对湖北省金融支持的相关政策概述、湖北省农村金融机构概况以及湖北省农村金融支持粮食生产的现状以及为探寻促进湖北省农村金融发展支持粮食增产、农民增收的新路径提供现实数据和基础支撑(4)湖北省农村金融发展对粮食生产支持的实证研究。本部分从实证分析湖北省农村金融支持粮食生产的投资方式对粮食产量的相关关系入手探究湖北省农村金融支持粮食生产的方式对粮食产量的影响和为探究农村金融支持湖北省粮食增产提供实证依据和支撑。(5)国外农村金融发展支持粮食生产的政策总结和启示。本部分通过对国外支持粮食生产的农村金融体系分析了美国、墨西哥、法国、日本、印度等五个国家农村金融支持粮食生产的政策和体制得到了对我国农村金融发展支持粮食生产的政策启示,为优化湖北省农村金融支持粮食生产的政策提供参考。(6)相关结论与建议。本部分在以上实证分析了湖北省农村金融支持粮食生产的不同投资方式的基础上结合对国外农村金融支持粮食生产的政策总结和启示提出了优化湖北省农村金融支持粮食生产政策和提出促进湖北省农村金融发展支持粮食增产以及农民增收的相关对策和建议。
[Abstract]:The grain production is not only related to the national economy and the people's livelihood of a country, but also the lifeblood and social stability of a national economy. By the end of 2017, the No. 1 document of Hubei province has been paying attention to the "three rural" issue for 14 years. "Rural finance": in 2014, the central No. 1 document pointed out to accelerate the innovation of the rural financial system; in 2015, the central No. 1 document pointed out the reform of the rural financial system. In 2016, the central No. 1 document pointed out that the financial resources should be pushed forward more to the rural areas. In 2017, the central No. 1 article pointed out that the rural financial innovation should be promoted. It has been involved in the rural financial theme for 13 consecutive years, which fully illustrates the important role of rural finance in the development of rural economy, especially the huge support for rural production and construction. As the basis of the rural economy, grain production has a huge support for the development of the rural economy and the whole national economy. The level promotion and the capacity promotion can not be separated from the support of the rural financial system in China, especially in China's rural financial resources. Hubei province is an important grain production province in Central China. Grain production has been highly valued by the provincial government, but it must be soberly aware that agriculture is still the weak link of the national economy. With the promotion of industrialization and urbanization, it is still faced with the new problem of increasing difficulty in increasing production and increasing production. Therefore, it is of great theoretical significance to study the support and problems of rural financial support to grain production in the main grain producing areas, especially for the regional study of the grain production base in the central part of Hubei province of Hubei province.
