【摘要】：2015年中央一号文件中再次强调要加快构建新型农业经营体系的步伐。坚持并完善农村的基本经营制度,积极发展多种形式适度规模经营,引导土地经营权规范的有序流转,积极创新农村土地的流转和规模经营方式,提高农民组织化程度。中央对“三农”问题的最新部署正是当前农业、农村、农民所面临的棘手问题,而当前我国农村不断涌现的各类农民合作组织正是化解这些难题的途径之一。本文通过四个部分进行论述：第一章节中在对马恩、列宁以及毛泽东有关农民合作组织的理论进行了概括、总结与厘清。说明了马恩列毛的农民合作思想作为我国新时期农民合作组织发展以及实现我国农村经济又好又快发展的理论指导,在今后发展农民合作组织时要坚持理论中正确的方向性、原则性不动摇。第二章节将新时期我国农民合作组织以创办主体力量的不同为标准进行了三个分类：农户互助协作型、“企业+农户”型、政府指导示范型,并在三个大类基础上依据合作组织具体功能的不同进行细化分类。笔者在三个大类中分别进行典型性的案例调研,比较分析了三者的区别、优势与不足。从而得出,就目前我国农业、农村面对竞争激烈的市场经济大潮,农民作为单独个体力量薄弱。在这种情况下,为了提高农村资源的利用率、合作组织发展的成功率,在收集广大农民的意见以及各类型合作组织经营成果的基础上,笔者认为,最好的合作模式选择是通过政府指导示范建立典型的农民合作组织,进而引导农民积极主动的去自发创办农民合作组织,这不仅符合马恩列毛论述的农民合作组织的基本原则,并且也是与我国各地的具体情况相适应的。第三章在对上文三种合作组织模式比较评析的基础上,分析农民合作组织在现阶段我国新农村建设、现代职业农民的培育以及发展循环经济、现代农业中的重要作用。第四章从我国农民合作组织未来发展坚持的基本原则、发展方向以及合理化建议方面总结展望新时期我国农民合作组织未来的发展趋势。
[Abstract]:The first document of the Central Committee in 2015 again stressed the need to speed up the pace of the construction of a new agricultural management system. We should adhere to and improve the basic management system in rural areas, actively develop a variety of forms of moderate scale management, guide the orderly circulation of land management rights, actively innovate the circulation and scale management of rural land, and raise the level of farmers' organization. The latest deployment of the "three rural" problems by the central authorities is precisely the thorny problems faced by the current agriculture, rural areas and farmers, and the various peasant cooperative organizations emerging in our country are just one of the ways to solve these problems. This paper is discussed in four parts: the first chapter generalizes, summarizes and clarifies the theory of farmer cooperative organization by Mahn, Lenin and Mao Zedong. It is explained that the farmer cooperation thought of Ma En-liemao is the theoretical guidance for the development of peasant cooperative organization and the realization of good and rapid development of rural economy in China in the new period, and the correct direction of the theory should be adhered to when developing peasant cooperative organization in the future. Principle will not waver. The second chapter classifies the peasant cooperative organizations of our country in the new period according to the different standards of the power of the founding subject: the mutual help and cooperation type of farmers, the type of "enterprise peasant household", the type of government guidance and demonstration. And on the basis of three major categories, according to the specific functions of cooperative organizations to carry out detailed classification. The author carries on the typical case investigation in three big categories, compares and analyzes their differences, advantages and disadvantages. It is concluded that, at present, the countryside faces the market economy tide with fierce competition, and the farmer as a single individual is weak. In this case, in order to improve the utilization of rural resources and the success rate of the development of cooperative organizations, on the basis of collecting the opinions of farmers and the management results of various types of cooperative organizations, the author believes that, The best mode of cooperation is to set up a typical peasant cooperative organization through government guidance and demonstration, and then lead farmers to take the initiative to set up peasant cooperative organization on their own initiative, which is not only in line with the basic principles of farmer cooperative organization discussed by Manneremao. And is also adapted to the specific situation in various parts of our country. On the basis of comparative analysis of the above three modes of cooperative organization, the third chapter analyzes the important role of peasant cooperative organization in the construction of new countryside, the cultivation of modern professional farmers, the development of circular economy and the development of modern agriculture. The fourth chapter summarizes the future development trend of the peasant cooperative organization in the new period from the following aspects: the basic principle, the direction of development and the rationalization suggestion in the future development of the peasant cooperative organization of our country.
