栖霞市农村科技人才培养问题研究

【摘要】：“三农”问题对于我国全面建设小康社会至关重要,而培养一支结构合理且又兼具数量与质量的农村科技人才队伍,是三农问题解决的重要方面。当前形势下,推进新农村建设,迫切需要高质量的农村科技人才队伍。同时,数量充足且结构合理的农村科技人才队伍,也能够保障新农村的建设。经过一段时间的培养与建设,农村科技人才队伍建设已经取得了令人可喜的成果。但是在这些成果的背后仍然隐藏着一些薄弱环节,这些薄弱的环节与新农村的建设不适应、不符合。千里之堤溃于蚁穴,薄弱环节制约着农村经济社会的发展,同时也对社会的和谐稳定构成隐患。确保经济社会持续健康发展,保证农村社会环境的稳定,必须解决这些薄弱环节。由于历史与地域的原因,我国各地的经济发情情况各不相同,社会发展也层次不齐。因而各地的农村科技人才在数量与质量上也各不相同,各具特色。新时期下,我国先后提出了建设新农村、构建社会主义和谐社会的重大历史使命。这对“三农”即时机遇,也是挑战。推进新农村建设,维持农村社会的稳定与繁荣,关键在于能否探索一条符合当地实际的农村科技人才培养道路。本文以栖霞市的农村科技人才作为研究对象,通过层次分析法、模糊综合评价法、SWOT分析等方法,发现目前栖霞市面临农村科技人才总量不足、结构比例失调、文化素质偏低、区域分布不均衡和带动作用发挥不够等五个方面的问题。通过对问题与制约因素的分析,结合栖霞市的当地情况,提出了四种符合栖霞市实际情况的农村科技人才培养模式。在借鉴国内外经验的基础上,针对栖霞市的农村科技人才培养现状,提出了五条建议:首先,优化农村科技人才施展才能的环境;其次,加强对农村人才队伍建设的领导工作;第三,健全农村人才队伍建设运行机制;第四,加强教育培训,提高劳动者素质;第五,加大农村人才队伍建设的资金投入。
[Abstract]:The problem of "agriculture, countryside and farmers" is very important for building a well-off society in an all-round way in our country. It is an important aspect to solve the problem of "agriculture, countryside and farmers" to cultivate a contingent of rural scientific and technological talents with reasonable structure and both quantity and quality. Under the current situation, the promotion of new rural construction, the urgent need for high-quality rural scientific and technological personnel. At the same time, the number and reasonable structure of rural scientific and technological personnel can also ensure the construction of new countryside. After a period of training and construction, the construction of rural scientific and technological personnel has achieved gratifying results. But behind these achievements there are still some weak links, which are not suitable for the construction of new countryside. The levee of thousands of miles crumbles in the nest, which restricts the development of rural economy and society, and also poses a hidden danger to the harmony and stability of the society. These weak links must be solved to ensure the sustainable and healthy development of economy and society and the stability of rural social environment. Due to the historical and regional reasons, the economic estrus situation is different and the social development level is uneven. As a result, the number and quality of rural science and technology personnel are different and have their own characteristics. In the new period, our country has put forward the great historical mission of constructing new countryside and constructing socialist harmonious society. This to the "three rural" immediate opportunities, is also a challenge. To promote the construction of the new countryside and maintain the stability and prosperity of the rural society, the key lies in whether we can explore a rural scientific and technological talents training road which accords with the local reality. This paper takes the rural scientific and technological talents of Qixia city as the research object, through the analytic hierarchy process, fuzzy comprehensive evaluation method and SWOT analysis and other methods, found that Qixia is faced with the shortage of rural science and technology talents, the imbalance of the structure, and the low cultural quality. The regional distribution is unbalanced and the driving effect is not enough. By analyzing the problems and restricting factors and combining the local conditions of Qixia City, this paper puts forward four kinds of rural scientific and technological talents training models which accord with the actual situation of Qixia City. Based on the experience at home and abroad, this paper puts forward five suggestions for the cultivation of rural scientific and technological talents in Qixia: firstly, to optimize the environment for the development of rural scientific and technological talents, secondly, to strengthen the leadership work for the construction of rural talents; Third, improve the construction and operation mechanism of rural talents; fourth, strengthen education and training to improve the quality of workers; fifth, increase the capital input for the construction of rural talents.
