新农村时期农业技术推广方法研究

【摘要】：农业发展是我国经济发展的重要环节,而“三农问题”则始终是我国当前改革的前沿阵地,如何有效提高农业的发展成为了人们高度关注的重点。在我国提出建设社会主义新农村的背景下,这一诉求变得越来越高。本文以国内外农业技术推广的有关理论和农业技术推广实践研究为基础,在总结新农村建设时期我国农业技术推广中出现的机构分散、资金短缺、人员工作不明确和推广手段单一的问题进行深入分析,并指出我国新农村建设时期农业技术推广管理体制不完善、缺乏必要的财政支持、推广人员综合素质有待提高和农科教联系不紧密的原因。针对以上问题和原因,提出了在新的发展形势下,第一,要积极强化各机构工作职能,促进科研、教育、推广三者有机结合;第二,加大政府专项资金投入力度,加大农机补贴力度,加强农村金融体系的资金支持力度;第三,合理划分管理职能,完善农村土地股份合作机制,加快农业信息化建设;第四,完善农业技术推广人员激励机制,提升农业技术推广人员的综合素质,加快新型职业农民培育;第五,充分发挥涉农企业的整合作用,充分发挥农民组织的主体作用。希望能够为农业的发展和新农村建设提供更为有效的帮助和支持。
[Abstract]:Agricultural development is an important link in the economic development of our country, and the "three rural issues" have always been the front position of our country's current reform. How to effectively improve the development of agriculture has become a high focus of attention. Under the background of constructing new socialist countryside, this demand becomes higher and higher. Based on the theory of agricultural technology extension at home and abroad and the research on agricultural technology extension practice, this paper summarizes the decentralization of agricultural technology extension in China during the period of new rural construction and the shortage of funds. The problems of unclear personnel work and single extension means are analyzed in depth, and it is pointed out that the management system of agricultural technology extension in the period of new rural construction in China is not perfect, and the necessary financial support is lacking. The reason why the comprehensive quality of popularizing personnel needs to be improved and not closely connected with agricultural science and education. In view of the above problems and reasons, this paper puts forward that under the new development situation, first, we should actively strengthen the work functions of various institutions, promote the organic integration of scientific research, education and promotion, and second, increase the investment of special government funds. Increase agricultural machinery subsidies, strengthen the financial support of the rural financial system; third, reasonable division of management functions, improve the cooperative mechanism of rural land shares, accelerate the construction of agricultural information; fourth, Improve the incentive mechanism of agricultural technology extension personnel, improve the comprehensive quality of agricultural technology extension personnel, speed up the cultivation of new types of professional farmers; fifth, give full play to the integration role of agricultural enterprises, give full play to the main role of farmers' organizations. Hope to provide more effective help and support for the development of agriculture and the construction of new countryside.
