江苏涟水县五港镇农村土地流转问题研究

【摘要】：农业是我国国民经济的基础,农业强则基础稳。作为一个传统的农业大国,面对人口多耕地少的基本国情,最大程度的提高耕地资源的利用率是推进农业发展,逐步实现农业现代化的必经之路。农业的规模化、机械化、市场化是农业现代化的应有之义,其中,农业规模化是农业现代化的前提和基础,要推进我国农业现代化进程,首先就要实现农业的规模化经营。因此,应当紧紧围绕深化农村土地制度改革,通过加快农村土地承包经营权有序流转,改变我国农村土地分散经营的现状,实现农村土地的规模化经营,为农业的集约化、机械化、产业化发展提供必要的基础条件,为此,做好我国农村土地流转问题的调查研究工作,分析农村土地流转的现状,剖析现存的主要问题,提出促进农村土地有序、高效流转的对策就显得颇为重要。我国地域辽阔,自然资源分布不均,各地区农业生产基础有所差异,农村土地流转也要因地制宜,因此,通过在镇域视角下,坚持问题导向,对涟水县五港镇农村地区土地流转问题进行专门研究具有一定的现实意义。该研究成果主要分为五个部分:第一部分主要阐明了该选题目的及意义,介绍了国内外有关农村土地流转问题的研究现状,并在总体上界定了该研究的主要内容、和研方法以及文章的创新之处及技术路线。第二部分通过对农村土地流转的相关基础理论进行了简要梳理,为研究的开展提供基本的理论框架。在这一部分中首先对农村土地流转的概念进行了界定,概括了农村土地流转的一般类型,主要包括:转包、转让、互换、反租、倒包、入股合作等等,从农户、农业经营主体、政府方面,对影响农村土地流转的主要因素进行了分析,并从不断深化农村改革方面,发挥市场资源配置决定作用方面和全面构建城乡一体化格局方面说明了加快农村土地流转的必要性。第三部分主要是对涟水县五港镇农村土地流转考察状况进行说明。首先介绍了涟水县五港镇镇情概要,其次通过实地考察等方法对涟水县五港镇农村土地流转现状及特点进行了分析,通过研究发现,涟水县五港镇农村土地流转的规模不断增长,土地流转的模式和途径多样化明显,同时,土地流转后的经营效益存在差异。研究中还发现涟水县五港镇农村土地流转在推进镇区综合发展中发挥着重要的作用,主要体现在:农村土地流转为加快农业现代化发展增强了动力,为推进城乡一体化进程拓展了空间,为促进农民增收致富疏通了渠道三个方面。第四部分主要对涟水县五港镇土地流转中存在的主要问题进行了概括分析。研究发现该地区农村土地流转缺乏有效的土地流转交易平台,土地流转主体操作不规范,土地流转后的非粮化冲动渐趋活跃,土地流转后农民社会保障相对滞后等问题的存在,成为制约该地区农村土地流转的主要障碍。第五部分根据前期研究成果,紧紧围绕调查中发现的问题,从主体规范、理念原则、制度建设、试点创新和农业推广五个方面为促进农村土地有序流转给出了系统性的对策和建议。主要包括:主体方面应明确职能定位,有效发挥作用;理念方面应坚持以人为本,科学规划,因地制宜,稳步推进;制度方面应建立健全规范农村土地流转的相关制度;试点方面应创新农村土地流转经营模式;推广方面应充分发挥农技推广的重要作用等等。
[Abstract]:Agriculture is the foundation of China's national economy, and the foundation of agriculture is stable. As a traditional agricultural country, facing the basic national conditions of the few cultivated land, the maximum utilization of cultivated land resources is the only way to promote agricultural development and gradually realize agricultural modernization. The scale, mechanization and marketization of agricultural industry are agricultural modernization. The agricultural scale is the premise and foundation of agricultural modernization. In order to promote the process of agricultural modernization in our country, we should first realize the scale management of agriculture. Therefore, we should focus on deepening the reform of the rural land system, speed up the orderly circulation of the rural land contract management right and change the decentralized management of rural land. In order to realize the large-scale management of rural land and provide the necessary basic conditions for the intensive, mechanized and industrial development of agriculture, the current situation of rural land circulation is well investigated, the current situation of rural land circulation is analyzed, the existing main problems are analyzed, and the orderly and efficient circulation of rural land is put forward. The policy is very important. Our country has a vast territory, the distribution of natural resources is uneven, the agricultural production base of each region is different, and the rural land circulation should be adapted to local conditions. Therefore, it is of practical significance to study the problem of land flow in the rural areas of the five port town of Lianshui county through the point of view of the town. The research results are divided into five parts: the first part mainly clarifies the purpose and significance of the topic, introduces the research status of rural land transfer at home and abroad, and sets up the main contents of the study in the overall upper boundary, the research methods, the innovation and technical route of the article, and the second part through the transfer of rural land. The relevant basic theory is briefly combed to provide a basic theoretical framework for the development of the study. In this part, the concept of rural land circulation is defined first, and the general types of rural land circulation are summarized, including subcontracting, transfer, exchange, rent, reverse, and cooperation, etc., from farmers, agricultural management subjects, and political affairs. The main factors which affect the rural land circulation are analyzed, and the necessity of speeding up the rural land circulation is explained from the aspect of deepening the rural reform, playing the role of market resource allocation decision and building the overall pattern of urban and rural integration. The third part is mainly on the rural land transfer examination in the five port town of Lianshui county. First, it introduces the situation of the five port town in Lianshui County, and then analyzes the current situation and characteristics of the rural land circulation in the five port town of Lianshui County by means of field investigation. Through the study, it is found that the scale of rural land circulation in the five port town of Lianshui County is increasing, and the pattern and ways of the land transfer are very diverse. In the study, the rural land circulation in the five port town of Lianshui county has played an important role in promoting the comprehensive development of the town, which is mainly reflected in the following: the rural land circulation has enhanced the power of accelerating the development of agricultural modernization, expanded the space for the process of urban and rural integration, and promoted the farmers. In the fourth part, the main problems in the land circulation of Lianshui County five port town are summarized and analyzed in the fourth part. It is found that the rural land circulation is lack of effective land transfer trading platform, the operation of the land circulation main body is not standardized, the non grain impulsiveness after the land circulation is gradually active, and the land circulation is gradually active. The existence of the relative lagging of the peasants' social security after the land circulation has become the main obstacle to restrict the rural land circulation in this area. The fifth part, according to the previous research results, closely surrounds the problems found in the investigation, and promotes the order of rural land in five aspects: the main norms, the concept principles, the system construction, the pilot innovation and the agricultural extension. The circulation gives the systematic countermeasures and suggestions. The main aspects include: the main body should clarify the position of the function and play an effective role; the concept should adhere to the people-oriented, scientific planning, local conditions and steady advance; the system should establish and standardize the regulation system of rural land circulation; the pilot aspects should innovate the management model of rural land circulation. Promotion should give full play to the important role of agricultural technology promotion and so on.
