河南省构建新型农业经营体系问题研究

【摘要】：自家庭承包经营制度建立以来,我国农业经营的体制机制在不断完善与发展中,为了适应现代化农业的发展,协调“四化”同步的战略,国家从中央到地方政府都在积极构建新型农业体系。在“四化”同步发展的过程中,不得不承认现代化农业发展依然是短板,新型农业经营体系的构建还存在很多问题。具体到河南省,由于土地资源、技术创新、农民传统观念等问题的制约,土地的有序流转、新型农业经营主体的培育、农业社会化服务的开展都需要更好的政策对策保证其发展。因此,为作为农业大省的河南早日实现农业现代化,促进河南农业生产力的发展,构建新型农业经营体系就显得尤为重要,这是全面深化改革在农业方面的实践,是对家庭承包经营体制的创新与完善,对我省农业生产力的再度飞跃,农产品市场的持续健康发展,有极其重要的现实意义。河南作为农业大省、农业强省和粮食主产区,农业发展一直是重中之重,对构建新型农业经营体系的需求也更加紧迫。本文始终围绕河南新型农业经营体系的构建。首先概述了选题的依据和研究目的及意义,在对国内外相关研究进行归纳的基础上阐述新型农业经营体系的相关基本涵义,并且汲取了建国以来农业经营体系发展的实践经验,在分析新型农业经营体系的特征与其现实意义的同时着眼于河南省构建新型农业经营体系的发展现状,总结出了河南在构建新型农业经营体系中存在的问题,并针对这些问题,提出了三点具有实践性的对策建议。为河南省农业经营体系的改革与发展提出政策支持。本文的研究立足于河南省农业发展以及农业经营体系发展的现况,从实际出发,实事求是的提出诚恳建议和有效措施,指出了新型农业经营体系的构建是对家庭承包经营的继承与完善。构建新型农业经营体系的战略符合现代农业的发展要求,有效帮助农民创收,合理改善农村劳动力结构和生产方式。对河南省解决三农问题和逐步实现“四化同步”提供理论借鉴。
[Abstract]:Since the establishment of the household contract management system, the system and mechanism of agricultural management in our country have been constantly improving and developing. In order to adapt to the development of modern agriculture, we should coordinate the "four modernizations" synchronization strategy. State from the central to local governments are actively building a new agricultural system. In the process of synchronous development of the "four modernizations", we have to admit that the development of modern agriculture is still a short board, and there are still many problems in the construction of the new agricultural management system. Specifically, in Henan Province, due to the constraints of land resources, technological innovation, farmers' traditional concepts, the orderly circulation of land, and the cultivation of new agricultural management subjects, The development of agricultural socialized service needs better policies and countermeasures to ensure its development. Therefore, in order to realize agricultural modernization and promote the development of agricultural productivity in Henan province, it is very important to construct a new agricultural management system, which is the practice of deepening the reform in agriculture in an all-round way. It is of great practical significance to the innovation and perfection of household contract management system, the leap of agricultural productivity and the sustainable and healthy development of agricultural products market in our province. As a big agricultural province, a strong agricultural province and a major grain producing area, Henan's agricultural development has always been a top priority, and the demand for the construction of a new agricultural management system is more urgent. This article always revolves around the construction of Henan new agricultural management system. First of all, it summarizes the basis, research purpose and significance of the topic, expounds the basic meaning of the new agricultural management system on the basis of summarizing the related research at home and abroad, and draws on the practical experience of the development of the agricultural management system since the founding of the people's Republic of China. This paper analyzes the characteristics and practical significance of the new agricultural management system, and at the same time focuses on the present situation of the construction of the new agricultural management system in Henan Province, summarizes the problems existing in the construction of the new agricultural management system in Henan Province, and aims at these problems. Three practical countermeasures and suggestions are put forward. Put forward policy support for the reform and development of agricultural management system in Henan Province. Based on the current situation of agricultural development and agricultural management system in Henan Province, this paper puts forward sincere suggestions and effective measures from the point of view of reality and seeking truth from facts. It is pointed out that the construction of new agricultural management system is the inheritance and perfection of household contract management. The strategy of constructing a new agricultural management system meets the requirements of the development of modern agriculture, effectively helps farmers to generate income, and reasonably improves the structure of rural labor force and the mode of production. It provides a theoretical reference for Henan Province to solve the problems of agriculture, countryside and farmers and to realize the synchronization of the four modernizations step by step.
