黑龙江省土地整理项目绩效评价研究

【摘要】：为确保国家粮食安全，2012年国土资源部下发的《全国土地整治规划》中明确了各省补充耕地的数量以及土地整理的重大工程。黑龙江省是我国重要的商品粮基地，，拥有1.7亿亩耕地，但70%以上是中低产田。根据《全国土地整治规划》的要求，黑龙江省国土资源厅下发的《黑龙江省土地整治规划》中关于“建设国家粮食安全基地”中提到建设高标准农田和建设补充耕地的任务，这两项任务完成的主要途径是实施土地整理项目。黑龙江省的土地整理项目的投资金额和项目个数在逐年增加，土地整理项目的绩效评价研究能够为项目的绩效考评提供依据，加强政府对项目的监管，保证财政资金支出的效益和效率，从而保证国家粮食安全战略和可持续发展战略的实施。本文首先运用成本效益理论、系统理论、委托代理理论、可持续发展理论分析了土地整理项目绩效评价的必要性和目的、方法，为土地整理项目绩效评价奠定了理论基础。其次，分析了黑龙江省土地整理项目实施的宏观背景、总体特征和空间分布，明确了黑龙江省土地整理任务的艰巨性。通过对黑龙江省土地整理项目绩效评价的现状分析，可以看出无论是理论研究还是实践应用，土地整理项目的绩效评价都有待完善。再次，根据指标选取原则，构建了以平衡计分卡为框架的黑龙江省土地整理项目绩效评价的指标体系，选用层次分析法进行指标权重的确定。根据物元模型计算确定土地整理项目的绩效评价等级。最后，选取黑龙江省具有代表性的国家投资的重点的土地整理项目进行绩效评价实例分析，经计算，评价等级与实际情况基本一致，证明了该绩效评价体系的可行性。通过本文的研究，进一步完善了黑龙江省土地整理项目绩效评价体系，有助于理论研究的深入和实践应用的拓展。
[Abstract]:In order to ensure national food security, the "National Land improvement Plan" issued by the Ministry of Land and Resources in 2012 identified the amount of supplementary cultivated land in each province and the major projects of land consolidation. Heilongjiang Province is an important commodity grain base in China, with 170 million mu of cultivated land, but more than 70% is low yield field. According to the requirements of the "National Land Regulation Plan", the "Land Regulation Plan of Heilongjiang Province" issued by the Department of Land and Resources of Heilongjiang Province referred to the task of constructing high standard farmland and building supplementary cultivated land in "Building a National Food Security Base." The main way to accomplish these two tasks is to implement land consolidation projects. The investment amount and the number of projects of land consolidation projects in Heilongjiang Province are increasing year by year. The research on the performance evaluation of land consolidation projects can provide the basis for the performance evaluation of the projects and strengthen the supervision of the projects by the government. To ensure the efficiency and efficiency of the expenditure of financial funds, so as to ensure the implementation of the national food security strategy and the strategy of sustainable development. Firstly, this paper analyzes the necessity and purpose of land consolidation project performance evaluation by using cost benefit theory, system theory, principal-agent theory and sustainable development theory, which lays a theoretical foundation for land consolidation project performance evaluation. Secondly, it analyzes the macro background, general characteristics and spatial distribution of land consolidation project in Heilongjiang Province, and clarifies the arduous task of land consolidation in Heilongjiang Province. Through the analysis of the present situation of land consolidation project performance evaluation in Heilongjiang Province, we can see that the performance evaluation of land consolidation project needs to be improved whether it is theoretical research or practical application. Thirdly, according to the principle of index selection, the index system of Heilongjiang land consolidation project performance evaluation based on balanced scorecard is constructed, and AHP is used to determine the index weight. According to the matter element model calculation, the land consolidation project performance evaluation grade is determined. Finally, the paper selects the land consolidation project which is the representative national investment in Heilongjiang Province to carry on the performance appraisal example analysis, through the calculation, the appraisal grade is basically consistent with the actual situation, has proved the feasibility of the performance evaluation system. Through the research of this paper, the performance evaluation system of land consolidation project in Heilongjiang Province is further improved, which is helpful to the deepening of theoretical research and the expansion of practical application.
